<br />14 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />MINUTES OF THE SPECIAL MEETING OF THE <br />CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />JUNE 27, 1984. <br /> <br /> <br />PRESENT: Mayor Emmie Craddock <br /> <br />Council Members *Karl W. Brown <br />Bill Coddington <br />Gerald G. Farr <br />Fred Guerra <br />*Betty Jane Kissler <br />*Jaime Moore <br /> <br />City Manager A. C. Gonzalez <br />City Secretary **Janis K. Womack <br />City Attorney Lamar Hankins <br />Acting Finance Director Wayne Moore <br /> <br />Also present: Jerri Martin, Mark Hendricks, Olga Garza, Kim Dallefeld, <br />Charles Stone, and others. <br /> <br />Mayor Craddock called the meeting to order at 11:00 a.m. <br /> <br />Mayor Craddock introduced for consideration approval of San Marcos <br />City Council Policy Statement to be used by the City Manager as di- <br />rection during the preparation of the 1984-1985 budget. Mayor Crad- <br />dock moved to approve the Policy Statement and Mr. Coddington se- <br />conded the motion. Mayor Craddock read through each item in the <br />statement for clarity (the final draft is attached to these minutes). <br />Mayor Craddock stated that several items in the Policy Statement <br />would be elaborated in the City Manager's Management Study which has <br />not been prepared at this time. City Manager Gonzalez briefly spoke <br />on the Local Option Homestead Considerations, as per Mr. Brown's re- <br />quest at Monday night's meeting. City Manager Gonzalez said that the <br />City could take action to make Homestead Exemptions possible, but did <br />not have that option for a much longer period of time. The Council <br />directed that the staff investigate a proposal for implementation of <br />local option of Homestead Exemptions and requested that it be added as <br />number 11 in the Policy Statement. The Council voted unanimously to <br />approve this Policy Statement. <br /> <br />Mayor Craddock introduced for consideration approval of the final ap- <br />pointment to the Citizen Advisory Committee.
