<br /> 15 <br />SAN MARCOS CITY COUNCIL POLICY STATEMENT 1984-1985 BUDGET: <br />1. Budget to reflect fund balance at beginning of budget year. <br />2. Complete management study and implement changes based on that <br /> study which Council recommends. <br />3. City Manager and Department Heads to review staff positions as to: <br /> A) Necessity <br /> B) Competence of person holding the position <br /> If negative review on either or both, the position may be eliminated <br /> or upgraded or replaced. <br />4. Establish an Engineering Department capable of meeting City needs to <br /> eliminate as much reliance on outside firms as possible. Funds <br /> from Bond Projects might be a possible source of salary require- <br /> men ts. <br />5. Secure services of a Financial Officer with knowledge and back- <br /> ground to direct the City's Financial Operation and to advise <br /> on all aspects of present and anticipated fiscal needs, including <br /> cash flow, bond programs, reinvestment policies and procedures. <br /> Move toward more in house financial management with less reliance <br /> on outside consultants. <br />6. Develop a Planning Department competent to implement the Master <br /> Plan, Zoning Ordinance, the IDEC Ordinance and the Subdivision <br /> Ordinance, to administer issuance of building permits and in- <br /> spections and Certificates of Occupancy. <br />7. City Manager to review critically all budget requests by depart- <br /> ments and to determine need, cost effectiveness and long range <br /> benefits, and report the status of all prior requests for bud- <br /> get funding particularly Capital Improvement Projects. <br />8. Continue and expand policy of requiring development to pay for <br /> itself through Capital Recovery Fees, Use Fees and other fiscal <br /> devices. <br />9. City Manager to prepare for Council consideration a Merit/Cost <br /> Of Living (COL) pay increment and funding for same to be con- <br /> sidered by the Council after management study has been com- <br /> pleted with the understanding that merits would be retroactive <br /> to the first of October, 1984. <br />10. Provide money in budget equal to population of City to enable <br /> City to apply for designation as Tree City, USA, and to develop <br /> a Tree Ordinance to protect existing trees and to require re- <br /> placements of certain types, either removed or killed in process <br /> of building or other types of construction. <br />11. Have staff investigate a proposal for implementation of local <br /> option of Homestead Exemption. <br />
