<br />include off-site improvements, shall be included in the <br />performance guarantees to be furnished by the developer. <br /> <br />3. <br /> <br />Individual wells for each lot. <br /> <br />a. <br /> <br />b. <br /> <br />4. <br /> <br />b. <br /> <br />Individual wells for each lot may be used in such a <br />manner that an adequate supply of potable water will <br />be available to every lot in the subdivision. <br /> <br />Individual wells shall be approved by the County <br />Health Official and such approval shall be documented <br />by the Health Official's signature on the water system <br />statement on the plat. <br /> <br />Central Water Systems. <br /> <br />a. <br /> <br />All water facilities within a subdivision shall be <br />designed and constructed to the standards of the City <br />of San Marcos. All subdivisions served by a central <br />water system shall be served by a water system which <br />can meet the standards of a water system designed and <br />constructed in conformance with the standards <br />adopted by the Texas State Department of Health <br />laws, policies, standards and rules and regulations <br />for an .. Approved" Public Wa ter System, covering the <br />preparation, submittal and approval of plans and <br />specifications for water systems and acceptable <br />operating practices; and all laws, policies, <br />standards, and rules and regulations for establishing <br />the fire insurance key rate of the "standard city." <br />The entire water system may not meet these standards, <br />but the part which serves the subdivision must meet <br />these standards in order to be approved by the City. <br /> <br />Water Systems <br />system. <br /> <br />other <br /> <br />than <br /> <br />the <br /> <br />Ci ty of <br /> <br />San <br /> <br />Marcos <br /> <br />(I) If a water system is not to be a part of the <br />City of San Marcos system, the Texas Health <br />Department approval letter for the system that <br />will serve the subdivision shall be provided <br />with the plat. The County Health Official shall <br />sign the water system statement on the plat before <br />the Commission shall approve the plat. The owner <br />or manager of the water system shall sign the <br />water system statement on the plat, which <br />indicates that the subdivision will be served by a <br />water system which meets the standards of the City <br />of San Marcos as noted in paragraph 4 a. above, <br />or 4 c., below and the applicable standards of the <br />water purveyor, before the commission <br />shall approve the plat. Plans and specifications <br />for the subdivision's water system that will be <br />built to serve the subdivision shall be submitted <br />as part of the subdivision's construction plans. <br /> <br />(2) If the rules of the Texas Water Commission require <br />a Certificate of Convenience and Necessity (CCN), <br />for the water system, it shall be certificated to <br />serve the subdivision before the plat for the <br />subdivision can be approved by the City. The <br />letter of certification shall be provided with the <br />plat. <br /> <br />c. <br /> <br />If a water system cannot meet the standards of <br />paragraph 4.a. above, at the Planning Commission's <br />discretiah, the subdivision may be approved, if <br />arrangemen ts have. been made for an "Approved" water <br />system, that will meet the standards of the City of <br />San Marcos, to serve the subdivision upon annexation <br />by the City of San Marcos. <br /> <br />This shall be arranged by means of <br />acceptable contract with the City of <br />unless contract(s) with another entity <br />assure compliance with the technical <br />of this ordinance as determined by <br />of Public Works. <br /> <br />a mutually <br />San Marcos, <br />or entities <br />requirements <br />the Director <br />
