A moment of silence was observed. Mayor Daniel Guerrero expressed his condolences for the <br />loss of Officer Jesse Guerra, of the San Marcos Police Department. <br />5. Pledges of Allegiance - United States and Texas <br />Pledges were led by Council Member Prather. <br />6. 30 Minute Citizen Comment Period <br />Erwin Janek, San Marcos, addressed the Council on behalf of the First Methodist Church and <br />asked the Council to uphold the P &Z's decision to deny the CUP for the Headwater's <br />Drafthouse. <br />Frank Flauto, San Marcos, addressed the Council regarding the P &Z's decision to deny the CUP <br />for Headwater's Drafthouse, unanimously. He asked the Council to uphold the Planning and <br />Zoning Commission's decision and deny this CUP. <br />Jane Hughson, San Marcos, addressed the Council thanking them for their service and continued <br />by addressing the CUP appeal by Headwater's Drafthouse. She asked that the Council uphold <br />the P &Z Commission's decision. She also addressed the roundabout and stated that she has <br />reviewed all the videos of past presentations and she's not buying that it's the best thing for this <br />area. She asked the Council to remove it from the design. <br />Charles Blue, San Marcos, addressed the Council regarding the Hunter Road Improvements <br />project and stated his disapproval of the roundabout. He stated that he approves of the overall <br />project, but just not the roundabout. He recommended turning lanes instead. <br />Philip Huang, City of Austin Health Official, addressed the Council regarding the Smoking <br />Ordinance and provided his points 1) you took out the 15ft buffer area and he did the research <br />and encouraged the Council to reinstate it, 2) he applauded the Council for the legislative intent <br />to add the e- cigarette. <br />Kristine Donatello, American Cancer Society out of Bryan, she addressed the Council regarding <br />ACS -CAN and their involvement in the community in regards to the legislation of prohibitions <br />on smoking. She addressed the 15ft buffer and stated that she believed that there would be a <br />problem without it. She addressed the City of College Station's Ordinance and her experience <br />with their process. <br />Bill Taylor, San Marcos, addressed the Council regarding the proposed roundabout and his <br />disapproval of it. He stated that he knows that Council has always leaned on City Staff to make <br />these decisions and asked the Council to direct the engineering staff to remove the roundabout <br />from this project. <br />Kelly Stone, San Marcos, addressed the Council regarding the smoking ban and applauded the <br />Council for their previous positive consideration. She asked that they add back in the 15 ft <br />buffer and to consider how smokers will dispose of their butts outside so that they do not end up <br />as litter and end up in the river. <br />
