<br />-4- <br /> <br />accumulations of water, surface or underground, natural or <br />artificial, public or private, which are contained within, <br />flow through, or border upon the State or any portion <br />thereof. <br /> <br />PART 2. That Chapter 30, Article III, Section 30-90 is amended by <br />changing the definition of "Director" as follows: <br /> <br />Director- By the term Director is meant the Director of the <br />City of San Marcos Public Works Department or his authorized <br />representative, unless otherwise specified. <br /> <br />PART 3. That Chapter 30, Article III, Section 30-90 is amended by <br />the deletion of definition (17) Normal Waste and the deletion of <br />defini tion (22) "Treatment or Pretreatment. II <br /> <br />PART 4. That Chapter <br />amended as follows: <br /> <br />30, <br /> <br />Article <br /> <br />III, <br /> <br />Sect ion <br /> <br />30-9l(14) <br /> <br />is <br /> <br />Section 30-91. <br /> <br />Prohibited Discharges and Limitations. <br /> <br />. . . <br /> <br />( 14) Any of the following elements in solution or suspension <br /> in concentrations exceeding the limit set as follows: <br /> Daily Grab <br /> Metal Average Composite Sample <br /> <br /> Arsenic 0.1 0.2 0.3 <br /> Barium 1.0 2.0 4.0 <br /> Cadmium 0.05 0.1 0.2 <br /> Chromium 0.5 1.0 5.0 <br /> Copper 0.5 1.0 2.0 <br /> Lead 0.5 1.0 1.5 <br /> Manganese 1.0 2.0 3.0 <br /> Mercury 0.005 0.005 0.01 <br /> Nickel 1.0 2.0 3.0 <br /> Selenium 0.05 0.1 0.2 <br /> Silver 0.05 0.1 0.2 <br /> Zinc 1.0 2.0 6.0 <br /> <br />Dilution of these elements in solution or suspension in <br />lieu of treatment or removal is specifically prohibited. <br />The Director may further restrict the discharges of those <br />wastes which contain these elements to a definite limit <br />expressed in the units of "pounds per day" to prevent the <br />employment of dilution of such pollutants in order to meet <br />the concentration limits of the ordinance. <br /> <br />PART 5. That Chapter 30, Article <br />Water Prohibited" is deleted. <br /> <br />III, <br /> <br />Section <br /> <br />30-92 <br /> <br />"Drainage <br /> <br />PART 6. That Chapter 30, Article III, Section 30-93 is <br />amended by the deletion of Section 30-93(2) IIGrease, oil and sand <br />traps, interceptors, or hold-haul tanks" and the deletion of Section <br />30-93(4) "Specific requirements and exemptions" and the <br />remainder of the section is renumbered as Section 30-92. <br /> <br />PART 7. That Chapter 30, Article III, Section 30-94 is <br />amended by the deletion of section 30-94(2) "Exemptions to permit <br />requirement" and the remainder of the section is renumbered as <br />Section 30-93. <br /> <br />PART 8. That Chapter 30, Article III, New Section 30-93 IISpecial <br />Procedures Relating to Industrial Wastes" is amended by adding the <br />following: <br /> <br />Sec. 30-93. <br /> <br />Special Procedures Relating to Industrial Wastes. <br /> <br />(12) It shall be the responsibility of any person discharging <br />industrial waste into a sanitary sewer to furnish the <br />Director with drawings or plans and specifications in <br />such detail as he may require to determine if any <br />
