PART I. E. <br />NEEDS ASSESSMENT FORM <br />State <br />CITY OF SAN MARCOS of Texas <br />Texas Community Development Program <br />(Applicant) <br />1. Briefly describe the serious and basic housing needs: <br />The City of San Marcos` most serious housing aroblem is deterioration of the <br />existing housing units in older neighborhoods of the communi_ty, A housing <br />survey conducted by the City inspection department two years ago identified <br />over 200 homes which are below City building standards. <br />2. Briefly describe and document the serious and basic economic development <br />needs: <br />The unemployment rate continues to rise in Hays County where San Marcos is <br />located. The two most critical needs are: 1) to create new jobs paying a <br />liveable wage; and 2) to diversify the San Marcos employment base by <br />expanding the manufacturing sector. <br />3. Briefly describe the serious and basic public facilities needs: <br />Many streets in the city need to be reconstructed. Some older <br />neighborhoods need water lines upgraded andlor replaced and waste- <br />water collection lines replaced. Th.e southwest area of town needs <br />a lift station to move sewage over the San Marcos River to the <br />treatment plant. Some areas suffer from drainage problems. <br />4. Briefly describe the other serious and basic needs: <br />Acquisition of San Marcos River frontage to protect the river from. <br />pollution and development.
