Localities should be aware when preparing an application for funding under the Texas Community Development Program that the meeting of these thresholds only gualifies the application for consideration, and may not have a quantitative effect on the scoring and eventual ranking of an application. Careful consideration should also be given to all factors upon which the scoring mechanism is based. For each national objective under which the proposed activity qualifies, check the appropriate box and provide the information in that section. [Jl] PRINCIPALLY BENEFITS LOW AND MODERATE INCOME PERSONS Was this determined on direct benefit, area benefit, income, or condition eligibility? (See Appendix III for determining the basis for counting beneficiaries.) If the applicant is using survey data, answer questions (a) through (c).
