<br />-5- <br /> <br />3) <br /> <br />Finance- fiscal aspects with consultation from Publ ic <br />Works, Pol ice, Fire, Engineering and Planning. <br /> <br />4) <br /> <br />Publ ic Works- street and roadway standards <br />locations, drainage, and sol id waste sites. <br /> <br />and <br /> <br />5) <br /> <br />Planning- Master Plan amendments transportation <br />planning, environmental impact. Land Use Plan as it <br />relates to (a) city regulations, (b) the Master Plan. <br />Impact of proposed creation on annexation plans, and <br />park and school needs. <br /> <br />6) <br /> <br />Public Safety- fire station sites, if <br />fire protection. Police protection <br />sub-stations, if any. <br /> <br />any, and <br />and pol ice <br /> <br />c. <br /> <br />The departments shall submit their final reports on the <br />above areas to the City Nanager, or hi5lher designee, <br />within thirty-five (35) days from the date of the filing <br />of a petition for creation of a Util ity District with the <br />City Secretary. During this period of time, the City <br />Manager, or his/her designee, shall assist the appl icant <br />in setting up meetings with appropriate staff to <br />discuss the petition and shall seek to resolve <br />differences. The City Manager, or his/her designee, shall <br />compile and coordinate comments into a single staff <br />report including any changes in the original submittal <br />agreed to by the appl icant. At the end of the staff <br />review period, the City Manager, or his/her designee <br />shall forward complete copies of the compiled staff <br />reports, and any agreements with the appl icant to each <br />department, and each member of the Planning Commission <br />and if appl icable, the Zoning Commission. <br /> <br />Section 2. <br /> <br />Commission Review Process. <br /> <br />a. <br /> <br />The Planning Commission shall have an initial review of <br />the petition with the staff and the applicant at a meeting <br />scheduled within twenty (20) days of the initial filing. <br />The members of the Planning Commission shall receive their <br />copies of all submitted items from the City Manager, or <br />his/her designee within ten (10) days of such filing. <br /> <br />b. <br /> <br />If the proposed Utility District is wholly or partially <br />within the City limits óf San Marcos, the applicant shall <br />meet with staff and the Planning and Zoning Commissions at <br />a joint meeting within thirty (30) days of such fil ing. <br />The Zoning Commission shall not have official review <br />authority for Util ity Districts wholly outside the City. <br /> <br />c. <br /> <br />Commissions shall have a sixty (60) day review period <br />from the date of the filing of the petition for creation <br />of a Util ity District. <br /> <br />d. <br /> <br />Master Plan amendments shall be received concurrently with <br />petitions. <br /> <br />e . <br /> <br />The recommendation of the Commission(s) shall be <br />forwarded to the City Hanager not less than sixty <br />(60) days before the end of the review period. The City <br />Hanager shall then compile all Commission recommenda- <br />tions and all staff recommendations in a single <br />binding, and forward them to the Hayor, each member of <br />the City Council, the City Secretary, the Planning <br />Commission, the Zoning Commission and the appl ¡cant. <br />Copies shall be availablt to the public at all times. <br /> <br />See t i on 3. <br /> <br />City Council Review and Action Period. <br /> <br />a. The City Attorney shall prepare the final consent <br />ordinance, agreements and contracts, and provide them in <br />writing to the City Council, the publ ic and the appl icant at <br />least ten (10) days prior to the pub 1 ic hearing.
