The applicant shall file the petition for creation and one (I) COPy of the documents I isted below with the City Secretary. Upon receipt of such petition, the City Secretary shall immediately inform the City Council and Chairpersons of the Zoning Commission and Planning Commission of such fil ing. Such notification by the City Secretary to the Chairpersons of the Commissions shall include the appropriate date for the beginning of such Commission's respective review process. Concurrently, the applicant shall also submit thirty (30) copies of the petition and other documents required by the State in a creation petition to the City Manager. The City Nanager, or his/her designee, shall be responsible for all formal staff contact with the applicant and shall coordinate the staff and commissions review process. PART B. Review Process. See t ion 1. Staff Review. a. The City Nanager, or his/her designee, shall immediateìy distribute copies of the submitted items to the following departments and to the Planning Commission and the Zoning Commission: 1) City Attorney 2) Environment and Engineering 3) Pub! íc Works 4) Planning 5) Public Safety 6) Parks and Recreation 7) Finance b. Each reviewing department shall review and comment on following aspects of the proposed Utility District: the 1) City Attorney- compliance with the Texas Water Code and City policies, standards, procedures, formats, contracts, agreements, and resolutions. 2) Engineering and Environment- engineering aspects, sol id waste management service systems and options, environmental impact, drainage, treatment and disposal of wastewater as it relates to water qual ity, and urban runoff as it relates to water quality, and util ity construction timing.
