The rates <br />or taxes used to pay the costs of the City's faci! ¡ties <br />shall be compared to the rates or taxes used to pay the <br />costs of tht Utility District's facilities if the <br />latter were built. <br /> <br />Q. <br /> <br />Application and fees for <br />amendments, if necessary. <br /> <br />any <br /> <br />San <br /> <br />Marcos <br /> <br />Master <br /> <br />Plan <br /> <br />See t i on 3. <br /> <br />Petition Submitted by Appl icant. <br /> <br />The applicant shall file the petition for creation and one (I) <br />COPy of the documents I isted below with the City Secretary. <br />Upon receipt of such petition, the City Secretary shall <br />immediately inform the City Council and Chairpersons of the <br />Zoning Commission and Planning Commission of such fil ing. Such <br />notification by the City Secretary to the Chairpersons of the <br />Commissions shall include the appropriate date for the beginning <br />of such Commission's respective review process. Concurrently, <br />the applicant shall also submit thirty (30) copies of the <br />petition and other documents required by the State in a <br />creation petition to the City Manager. The City Nanager, or <br />his/her designee, shall be responsible for all formal staff <br />contact with the applicant and shall coordinate the <br />staff and commissions review process. <br /> <br />PART B. <br /> <br />Review Process. <br /> <br />See t ion 1. <br /> <br />Staff Review. <br /> <br />a. <br /> <br />The City Nanager, or his/her designee, shall immediateìy <br />distribute copies of the submitted items to the following <br />departments and to the Planning Commission and the Zoning <br />Commission: <br /> <br />1) City Attorney <br /> <br />2) Environment and Engineering <br /> <br />3) Pub! íc Works <br /> <br />4) Planning <br />5) Public Safety <br /> <br />6) Parks and Recreation <br /> <br />7) Finance <br /> <br />b. <br /> <br />Each reviewing department shall review and comment on <br />following aspects of the proposed Utility District: <br /> <br />the <br /> <br />1) <br /> <br />City Attorney- compliance with the Texas Water Code <br />and City policies, standards, procedures, formats, <br />contracts, agreements, and resolutions. <br /> <br />2) <br /> <br />Engineering and Environment- engineering aspects, <br />sol id waste management service systems and options, <br />environmental impact, drainage, treatment and disposal <br />of wastewater as it relates to water qual ity, and <br />urban runoff as it relates to water quality, <br />and util ity construction timing. <br />
