<br />-3- <br /> <br />Section 7, and Land Use Section <br />Pol i c i fS. <br /> <br />Goals, <br /> <br />Objectives and <br /> <br />f. <br /> <br />A Transportation Impact Statement which incJudes: <br /> <br />1) A description of the number of average daily trips <br />(ADT) that wi 11 be generated and/or attracted to the <br />Util ity District and a delineation on a map of that ADT <br />on the existing roadway system within one mile of the <br />Utility District. <br /> <br />2) A statement and justification (including calculations) <br />as to whether the existing roadway system within San <br />Marcos and its extraterritorial jur~'dictjon has the <br />capacity to carry the Utility Districts' ADT or not. <br /> <br />3) A description of the Util ity Dist~ict, transportation <br />plan and its ADT Transportation impact as they relate <br />to the Master Plan's Transportation Goals, Objectives <br />and Pol icin. <br /> <br />g. <br /> <br />Proposed util tty ,eruict <br />wastewlt.r facil ities and <br />larger. <br /> <br />maps sh()\l¡'ng <br />lines of six <br /> <br />aD <br />~6) <br /> <br />water and <br />inches or <br /> <br />h. <br /> <br />Drainage maps showing preco~struction and post- <br />construction runoff rates and proposed detention and <br />filtration pond sizings and locations. <br /> <br />i. <br /> <br />Proposed Consent Ordinance. <br /> <br />j. <br /> <br />Proposed Consent Agreement. <br /> <br />K. <br /> <br />Proposed Util ity Agreement if contract bonds with the City <br />for City services are sought by the Utility District. <br /> <br />1. <br /> <br />Proposed construction participation agreements for any <br />facilities the Utility District plans to construct or <br />use in participation with any other Utility District or <br />entity. <br /> <br />m. Proposed sol id waste management plan. <br />n. Proposed future Ut i J i ty District annexations or future <br /> service areas outside of the in it i a 1 Utility District <br /> boundaries. <br /> <br />o. <br /> <br />Annexation Impact Statements. <br /> <br />1) The appl icant shall provide a document comparing <br />the relationship of the indebtedness of the Utility <br />District to construction plans for water and wastewater <br />I ines and facil ities and to the tax base or value of <br />taxable development at one (1), three (3), five (5), <br />and ten (10) years from the formation of the Utility <br />District. <br /> <br />2) The appl icant sha11 describe how fire and pol ice <br />protection will be provided five (5) years and ten (10) <br />years from creation of the Util ity District. <br /> <br />p. <br /> <br />Justification Statement. <br /> <br />The applicant shall justify the creation of the Utility <br />District. The Justification Statement shall include, but <br />may not be I imited to the following issues: <br /> <br />1) The probabil ity of the City of San Marcos providing <br />water and wastewater service to the area proposed to be <br />a Uti1ity District within thf next three (3) years. <br /> <br />2) Job creation and economic base development for <br />citizens of San Marcos by. the Utility District. <br /> <br />the <br /> <br />3) Improving <br />providing <br /> <br />the City's ability to participate in <br />adequate and safe util ities to the Util ity <br />
