I. SUMMARY This report was prepared to evaluate the water supply, storage, and distribution alternatives for the Cottonwood Creek Watershed area south and southeast of San Marcos. The report also estimates the costs of the recommended facilities and allocates the proportional cost share of the facilities to two proposed developments and the City of San Marcos. These developments are Lowman Ranch MUD and Cottonwood Creek Park. The study area can be served by facilities utilizing pressure planes confornùng to the existing pressure planes in the City and one additional pressure plane for the far western portion of the basin where the ground elevations are greater than 800 feet ì'vISL. This allows connection of the new system to the existing system, which increases the reliability of both systems. Based upon the projected land use of the area, the estimated population growth in the area, and the buildout schedule for development in the area, the estimated total water demand and spatial allocation of that demand was determined. An additional alternative was considered with the allocation of water demands being altered slightly from the original numbers to allow for the ultimate buildout demand to oCcur for the Lowmans' Ranch development by the year 2005 (Table 4B). The demand for the rest of the basin was adjusted to provide the same total demand for the basin as the original alternative. This water consumption information was deternùned for the design years 1990, 1995, and 2005 for both alternatives. Alternative systems to supply this demand were evaluated to determine the most cost-effective system to adequately meet the water needs of the area. Originally the new water lines were to be initially connected to the existing San Marcos water system.
