Carroll, Terry Lighthouse, Gregg Echols, George <br />VonderLippe, Tom Partin, David Young, Anita Reyes, Mike Mason, Rodney <br />Cobb, Ken Claybourn, Berry James, Stephanie Langenkamp, Helen Hanicak, <br />Nina pryatel, Bill pryatel, Aart Millecam, Jake Krauskopf, Larry <br />Franks, Mary Salinas, Betty Stansbury, Joe Cox, Nancy Coddington, <br />Jennifer Coddington and others. <br /> <br />Mayor Craddock called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock opened a public hearing on the proposed 1984-1985 Budgets <br />and asked if anyone wished to speak on the General Fund Budget. Henry <br />Kyle stated he was appalled by the 43% increase in the proposed budget. <br />Aart Millecam, representing the Planning Commission, requested the addi- <br />tion of a Planning Technician for the Planning Department. Larry Franks <br />asked for an overall percentage increase in the total budget, and asked <br />what percentage of overall budget goes to salary and what percentage <br />goes to public service. He stated the Council should make available <br />the percentage of budget to Administrative Services, Police, Fire and <br />Water/Wastewater. Gayle Ross stated there is property in the City <br />zoned "AO" wherein citizens are not paying their share and wants the <br />City to see that it is appraised properly. He stated there should be <br />a verification of "AO" property. Mayor Craddock asked if anyone wished <br />to speak on the Utility Fund Budget. Henry Kyle asked why the City <br />raised the water rates when there are excess funds in the Utility <br />Budget. Mayor Craddock asked if anyone wished to speak to the Sewer <br />System Capital Improvements Fund and the Water System Capital Improve- <br />ments Fund, and no one did. Mayor Craddock asked if anyone wished to <br />speak on the Airport Fund. Gayle Ross asked what the current tie-down <br />and T-hangar charges are for the City. Ms. Stansbury replied we were <br />not currently charging a tie-down charge but as of October 1 would charge <br />$30.00 monthly and our current T-hangar charge is $100.00 monthly. Mr. <br />Ross said we do need to implement a charge and not have the citizens bear <br />the expense. Mayor Craddock asked if anyone wished to speak on the <br />Capital Improvements Fund. Terry Lighthouse asked if the City had <br />budgeted for a pipeline to Canyon Lake. Mayor Craddock said the Council <br />was considering that possibility in the future. City Manager Gonzalez <br />stated a time frame was now being reviewed by the Planning Department <br />for a Canyon Lake pipeline. W. B. Pryatel stated the Council approved <br />paving of his street on July 18, 1983 and Hillyer had not yet been <br />paved and wanted to know when it would be, and City Manager Gonzalez <br /> <br /> <br />* Messes. Moore and Hankins were not at this meeting. <br />
