76 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 20, 1984 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock opened a public hearing on the proposed 1984-1985 Budgets and asked if anyone wished to speak on the General Fund Budget. Henry Kyle stated he was appalled by the 43% increase in the proposed budget. Aart Millecam, representing the Planning Commission, requested the addi- tion of a Planning Technician for the Planning Department. Larry Franks asked for an overall percentage increase in the total budget, and asked what percentage of overall budget goes to salary and what percentage goes to public service. He stated the Council should make available the percentage of budget to Administrative Services, Police, Fire and Water/Wastewater. Gayle Ross stated there is property in the City zoned "AO" wherein citizens are not paying their share and wants the City to see that it is appraised properly. He stated there should be a verification of "AO" property. Mayor Craddock asked if anyone wished to speak on the Utility Fund Budget. Henry Kyle asked why the City raised the water rates when there are excess funds in the Utility Budget. Mayor Craddock asked if anyone wished to speak to the Sewer System Capital Improvements Fund and the Water System Capital Improve- ments Fund, and no one did. Mayor Craddock asked if anyone wished to speak on the Airport Fund. Gayle Ross asked what the current tie-down and T-hangar charges are for the City. Ms. Stansbury replied we were not currently charging a tie-down charge but as of October 1 would charge $30.00 monthly and our current T-hangar charge is $100.00 monthly. Mr. Ross said we do need to implement a charge and not have the citizens bear the expense. Mayor Craddock asked if anyone wished to speak on the Capital Improvements Fund. Terry Lighthouse asked if the City had budgeted for a pipeline to Canyon Lake. Mayor Craddock said the Council was considering that possibility in the future. City Manager Gonzalez stated a time frame was now being reviewed by the Planning Department for a Canyon Lake pipeline. W. B. Pryatel stated the Council approved paving of his street on July 18, 1983 and Hillyer had not yet been paved and wanted to know when it would be, and City Manager Gonzalez * Messes. Moore and Hankins were not at this meeting.
