Mayor Craddock introduced for consideration a discussion of a land use map change request for Stratford House Motel (0.699 acres out of J. M. Veramendi Survey, No.2, located on IH35 Frontage Road at Uhlanc Road). It was consensus of the Council this matter would be considered under the new method of handling land use map changes after such time as the Master Plan amendment Ordinance has been adopted by the Council (first reading approved August 27, 1984). Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ORDINANCE 1983-45,ADOPTED SEPTEMBER 12, 1983, WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1983, AND END- ING ON SEPTEMBER 30, 1984, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTI~ffiTE; TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTING SAID REVISIONS AND ESTIMATES AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on second reading and Mr. Brown seconded the motion, which passed unanimously (Mr. Coddington was not present to vote on this item). Mayor Craddock introduced for consideration a discussion by Jim Nias of proposed changes for the Ethics Ordinance (the next item of business on this agenda). Mr. Nias presented two changes, as follows: SECTION 4. Sec. 2-73. Standards of conduct. (c) (1) "No officer or employee shall be prohibited from representing his/her own property interests before a board, agency, commission or depart- ment...." and SECTION 6. Sec. 2-73. Standards of conduct. (e) "No officer or employee shall be deprived of his/her right to due process under the law which would include but not be limited to the right to represent himself/herself in a court proceeding or in an administra- tive or quasi-judicial proceeding which is a legally required prere- quisite to the institution of a court proceeding, except as provided Tn this ordinance." CODE OF ETHICS OF CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, TEXAS TO DELETE THE PORTION OF SUCH SECTION WHICH PROHIBITS CITY OFFICERS AND EMPLOYEES FROM REPRESENTING THEMSELVES AND OTHERS BEFORE OTHER CITY DEPARTMENTS, AGENCIES, COM- MISSIONS OR BOARDS; AMENDING SECTION 2-73(b) (3) OF SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO DELETE THE PORTION OF SUCH SECTION WHICH PROHIBITS CITY OFFICERS AND EMPLOYEES FROM REPRESENTING THEMSELVES AND OTHERS IN MUNICIPAL COURT PROCEEDINGS INSTITUTED BY CITY OFFICERS OR EMPLOYEES IN THE COURSE OF OFFICIAL DUTIES; AMENDING SECTION 2-73 OF SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO DELETE SECTION 2-73(b) (5); AMENDING SECTION 2-73 OF SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO ADD SUBSECTIONS (c), (c) (1) AND (c) (2) TO ALLOW CITY OFFICERS AND EMPLOYEES TO REPRE- SENT THEIR OWN INTERESTS IN OWNER-OCCUPIED HOMESTEADS BE- FORE OTHER CITY BOARDS, AGENCIES, COMMISSIONS OR DEPART- MENTS AND TO REPRESENT OTHERS BEFORE OTHER BOARDS, AGENCIES,
