<br /> 80 <br />Regular Meeting August 27, 1984 Page 3 <br />Mr. Coddington moved to deny and remand to the Zoning Commission and <br />Mr. Guerra seconded the motion. Jeff Friedman and Randy Rogers were <br />present and advised the Council Dr. Rogers and other neighbors wanted <br />to comply with the Master Plan land use. Frank Robbins said the land <br />use is high density and that the property will have to be platted before <br />the land use can be implemented. Mr. Coddington withdrew his motion <br />and Mr. Guerra his second. Mr. Coddington moved for approval of the <br />Ordinance on first reading with the density amended £rom MF-4 to <br />Multi-Family-2 District and Mr. Guerra seconded the motion, which <br />passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE CODE OF <br /> ORDINANCES OF SAID CITY TO AMEND THE NUMBER OF PRE- <br /> SCRIBED POSITIONS IN EACH CLASSIFICATION OF POLICE- <br /> MEN AND FIREMEN EMPLOYED BY THE CITY OF SAN MARCOS, <br /> TEXAS, AND DECLARING AN EMERGENCY. <br />Mayor Craddock moved for adoption of the Ordinance on emergency and <br />Ms. Kissler seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING ORDINANCE NO. 1984-44 ADOPT- <br /> ED Þ.PRIL 9, 1984 ESTABLISHING A USER FEE IN THE NATURE <br /> OF A LICENSING TAX IN THE AMOUNT OF SIX HUNDRED DOLLARS <br /> ($600.00) PER MONTH FOR THE USE OF STREETS AND HIGHWAYS <br /> IN SAID CITY BY TRANSPORTATION ENTERPRISES, INCORPORATED <br /> FOR THE MAINTENANCE AND OPERATION OF ITS SHUTTLE BUS <br /> SERVICE ON AND OVER SAID STREETS AND HIGHWAYS, TO RE- <br /> NUMBER SECTION 5 TO SECTION 6; TO ADD A NEW SECTION 5 <br /> TO PROVIDE FOR APPLICABILITY OF SAID ORDINANCE TO AND <br /> ENFORCEABILITY OF SAID ORDINANCE AGAINST ALL SUCCESSORS <br /> AND ASSIGNS OF TRANSPORTATION ENTERPRISES, INCORPORATED, <br /> AND DECLARING AN EFFECTIVE DATE. <br />Mr. Brown moved for adoption of the Ordinance on emergency and Mr. <br />Farr seconded the motion. Mr. Coddington moved to amend the caption <br />of the Ordinance to delete the last two words "EFFECTIVE DATE" and <br />substitute "EMERGENCY", and Ms. Kissler seconded the motion, which <br />passed unanimously. The Council then voted unanimously for adoption <br />of the Ordinance on emergency. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING THE MASTER PLAN OF SAID CITY <br /> TO ADD SUBSECTION D, IMPLEMENTING THE LAND USE ELE- <br /> ME NT OF THE MASTER PLAN, TO SECTION IV, LAND USE, <br /> AND DECLARING AN EFFECTIVE DATE. <br />Mayor Craddock moved for approval of the Ordinance on first reading <br />and Ms. Kissler seconded the motion. Mr. Coddington moved to amend <br />the attachment numbered IV-43 at the end of the paragraph numbered <br />3. to "Planning and Zoning Commissions, jointly", and Mr. Guerra se- <br />conded the motion, which passed unanimously.
