14 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 10, 1984 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Mayor Craddock called the meeting to order at 6:00 p.m. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1984 AND ENDING ON SEPTEM- BER 30, 1985, AND APPROPRIATING MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; APPROPRIATING MONEY TO PAY INTEREST AND PRINCIPAL SINKING FUND REQUIREMENTS ON ALL INDEBTEDNESS; APPROPRIATING FUNDS FROM REVENUE SHARING ENTITLEMENT NO. 16; PROVIDING A SAVINGS CLAUSE FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE; AUTHOR- IZING LINE ITEM ADJUSTMENTS WITHIN ADMINISTRATIVE UNIT ACCOUNTS WITH TEE APPROVAL OF THE CITY MANAGER AS PRO- VIDED IN SECTION 8.17 OF THE CHARTER AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of the Ordinance and Ms. Kissler seconded the motion. The City Manager passed out to the Council revisions re- quested to be made on the third pass adjustments to the General Fund and Utility Fund. Mayor Craddock moved that the revisions to the General Fund be made and brought back to the Council and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock moved that the revisions to the Utility Fund be made and brought back to the Council and Mr. Farr seconded the motion, which passed unanimously. Mr. Guerra moved the appropriate revisions be made regarding the City employees workmen's compensation and hospitalization coverage and brought back to the Council, and Mayor Craddock seconded the mo- tion, which passed unanimously. The Council discussed possible uses of the fund balance in the General and Utility Funds, and Mr. Brown * Mr. Moore was not present at this meeting.
