After discussion Mayor Craddock moved that $500,000.00 of the General Fund fund balance be budgeted for street and drainage projects and Ms. Kissler seconded the motion, which passed unanimously. Mr. Brown moved that the amount of $100,000.00 already in the 84-85 budget be increased to $600,000.00 of the Utility Fund fund balance for overage and utility system im- provements and Ms. Kissler seconded the motion, which passed unani- mously. Mr. Farr then moved the Ordinance be tabled and a meeting scheduled for Thursday, September 13, 1984, at 5:00 p.m. for the adoption of the budget. Mayor Craddock seconded the motion, which passed unanimously. The Council then received the appraisal roll and the effective tax rate from the Tax Assessor-Collector, Charles Stone. By consensus of the Council, the tax revenue and rate requirements were determined as follows: 12 cents tax rate (up 6 cents) for I & S requirements $ 554,781 64 cents tax rate (up 2 cents) for 0 & M purposes $2,787,472 76 cents total tax rate $3,342,253 net collec- tions Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING THE TAX RATE FOR SAID CITY FOR THE 1984 TAX YEAR; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1984, AND END- ING SEPTEMBER 30, 1985; PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF SAID CITY AND DECLARING AN EMERGENCY. Mayor Craddock moved this Ordinance be tabled until Thursday, September 13, 1984, at 5:00 p.m. and Mr. Guerra seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, PROHIBITING DISCRIMINATION IN PUBLIC ACCOMMODATIONS WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN MARCOS; ESTABLISHING PENALTIES FOR VIO- LATIONS; AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on first reading and Mr. Guerra seconded the motion. Mr. Guerra then moved the Ordinance be amended in Section 34-4e. Status. to delete "age". The section would then read as follows: "The term status means any grouping or classi- fication into which a person may be placed and thereby subjected to differential treatment based upon his or her physical, mental, emotional, cultural, educational, ethnic, sexual and/or religious characteristics, except to the extent that those distinctions may be authorized or required by state, federal or local law or ordinance."
