After discussion Mayor Craddock <br />moved that $500,000.00 of the General Fund fund balance be budgeted <br />for street and drainage projects and Ms. Kissler seconded the motion, <br />which passed unanimously. Mr. Brown moved that the amount of <br />$100,000.00 already in the 84-85 budget be increased to $600,000.00 <br />of the Utility Fund fund balance for overage and utility system im- <br />provements and Ms. Kissler seconded the motion, which passed unani- <br />mously. Mr. Farr then moved the Ordinance be tabled and a meeting <br />scheduled for Thursday, September 13, 1984, at 5:00 p.m. for the <br />adoption of the budget. Mayor Craddock seconded the motion, which <br />passed unanimously. <br /> <br />The Council then received the appraisal roll and the effective tax <br />rate from the Tax Assessor-Collector, Charles Stone. <br /> <br />By consensus of the Council, the tax revenue and rate requirements <br />were determined as follows: <br /> <br />12 cents tax rate (up 6 cents) for I & S requirements $ 554,781 <br />64 cents tax rate (up 2 cents) for 0 & M purposes $2,787,472 <br /> <br />76 cents total tax rate $3,342,253 net <br />collec- <br />tions <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SETTING THE TAX RATE FOR SAID CITY <br />FOR THE 1984 TAX YEAR; LEVYING TAXES FOR THE USE <br />AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF SAID CITY <br />FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1984, AND END- <br />ING SEPTEMBER 30, 1985; PROVIDING A SINKING FUND FOR <br />THE RETIREMENT OF THE BONDED DEBT OF SAID CITY AND <br />DECLARING AN EMERGENCY. <br /> <br />Mayor Craddock moved this Ordinance be tabled until Thursday, September <br />13, 1984, at 5:00 p.m. and Mr. Guerra seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, PROHIBITING DISCRIMINATION IN PUBLIC <br />ACCOMMODATIONS WITHIN THE CORPORATE LIMITS OF THE <br />CITY OF SAN MARCOS; ESTABLISHING PENALTIES FOR VIO- <br />LATIONS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on first reading and Mr. <br />Guerra seconded the motion. Mr. Guerra then moved the Ordinance be <br />amended in Section 34-4e. Status. to delete "age". The section would <br />then read as follows: "The term status means any grouping or classi- <br />fication into which a person may be placed and thereby subjected to <br />differential treatment based upon his or her physical, mental, emotional, <br />cultural, educational, ethnic, sexual and/or religious characteristics, <br />except to the extent that those distinctions may be authorized or required <br />by state, federal or local law or ordinance." Mr. Farr seconded the <br />motion, which passed unanimously. The Council then voted unanimously <br />for approval of the Ordinance on first reading.
