The testimony may address <br />and include, but not be limited to, the following issues: <br /> <br />a. <br /> <br />coverage, cost of capital, debt service and interest income; <br /> <br />b. <br /> <br />proposed economic development program expenses; <br /> <br />c. <br /> <br />proposed amortization of incentive retirement costs; <br /> <br />d. <br /> <br />rate base; <br /> <br />e. <br /> <br />wholesale customer revenues under present and proposed rates; <br /> <br />f. <br /> <br />development of a cost of service model; <br /> <br />g. <br /> <br />the 138 kV rate differential; <br /> <br />h. <br /> <br />other rate design issues; <br /> <br />1. <br /> <br />loss factors; <br /> <br />j. <br /> <br />Probability of Dispatch <br />methods; <br /> <br />Coincident <br /> <br />Peak <br /> <br />versus <br /> <br />allocation <br /> <br />k. <br /> <br />classification of Cummins <br /> <br />Creek debt service; and <br /> <br />1. <br /> <br />a wholesale standby rate. <br /> <br />Attend hearings and stand for cross <br />direct and rebuttal testimony, as <br />attorney <br /> <br />examination of pre-filed <br />requested by the City's <br /> <br />Attend settlement negotiation meetings and assist the City's <br />attorney in the development of settlement positions as requested <br />by said attorney. <br /> <br />With regard to the contract negotations for the 138 kV billing benefits <br />included in the Purchase Agreement, Saffer Utility Consultants, Inc. <br />agrees to provide the following services only at the request of the <br />attorney representing the City. The fees for such services will not <br />exceed $25,000 without prior written authori~ation by the City of San <br />Marcos: <br /> <br />1. <br /> <br />Prepare analysis of the loss of benefits under <br />proposed wholesale rates; <br /> <br />the <br /> <br />present <br /> <br />and <br />
