<br />300.03 <br /> <br />300.04 <br /> <br />300.05 <br /> <br />300.06 <br /> <br />300.07 <br /> <br />300.08 <br /> <br />300.09 <br /> <br />300.10 <br /> <br />-2- <br /> <br />the name, address, and telephone number of the <br />preparer of the site plan¡ <br /> <br />the boundaries of lots abutting, and on both <br />sides of, the common boundary between <br />subdivisions, contiguous public rights-of-way <br />and street names, if any, and identification <br />of abutting subdivision name(s) with <br />historical designation, if any; <br /> <br />the right-of-way and pavement width of streets <br />or alleys on which the abutting lots shall <br />take access. <br /> <br />identification of wooded areas, water courses, <br />and approximate changes in grade in the area <br />occupied by the lots and rights-of-way <br />designated above¡ <br /> <br />approximate setback and minimum size of <br />dwellings proposed to be located on each of <br />the subject lots in the new subdivision¡ <br /> <br />location of sidewalks; <br /> <br />location, type, and height of proposed fences, <br />walls, earthberms, and vegetative buffering¡ <br />and, <br /> <br />the scale, north <br />the drawing. <br /> <br />point, legend, and date of <br /> <br />SECTION 400. PROCEDURE. The site plan shall be <br />submitted before or concurrently with the plat to the <br />Director of Planning no later than 15 days before a <br />regularly scheduled joint meeting of the Planning and <br />Zoning Commissions. The Planning Director shall place <br />the site plan on the commission's agenda for their <br />consideration. There shall be no additional fee charged <br />for processing the site plan. The site plan shall be <br />approved, approved conditionally, or disapproved by a <br />joint vote of the Planning Commission and Zoning <br />Commission after holding a public hearing for which <br />notices have been sent to all owners of existing platted <br />lots that abut a common boundary to which this article <br />applies. No plat subject to the provisions of this <br />article shall be approved without prior approval or <br />conditional approval of the requried site plan. <br />Approval of the site plan shall be documented by a <br />certificate printed on the site plan containing the date <br />of approval, and the signature of the presiding officer <br />of the joint meeting of the Planning and Zoning <br />Commissions on that date. Said signature shall not be <br />written until all conditions of approval, if any, have <br />been met. In addition, prior to official recordation a <br />note shall be printed on the plat stating that its <br />acceptance is subject to the requirements of the <br />approved site plan. <br /> <br />SECTION 500. CRITERIA. Approval of the site plan <br />required by this article shall be based on a <br />determination that the conditions and measures <br />documented on the site plan adequately address a degree <br />of transitional buffering consistent with the purposes <br />stated in Section 100. Only the physical <br />characteristics required on the site plan shall be <br />relevant considerations. Building aesthetics and value, <br />and assumed social, economic, or demographic <br />characteristics of potential occupants of the proposed <br />subdivision shall not determine whether or not the site <br />plan is approved. If disapproved, the reasons for such <br />action shall be stated in the motion to disapprove the <br />site plan. <br />
