51 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 8, 1984 PRESENT: Mayor * Emmie Craddock Mayor Pro-Tem Gerald G. Farr Council Members Karl W. Brown Bill Coddington Fred Guerra Betty Jane Kissler Jaime Moore City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. Hankins Director Env. and Engineering Steve Jenkins Director Adm. Services Dinah Elwell Acting Director of Finance Wayne Moore Director of Public Works George Boeker Director of Planning Frank Robbins Also Present: Gregg Echols, Mark Hendricks, Jim Gandy, Chuck Paul, Gary Thompson, Terry Colley, Lupe Picassio, Jesse Guerra, Betty Stans- bury, Vince VandeWalle, Scott McGee, and others. Mr. Farr called the meeting to order at 7:35 p.m. Mr. Farr introduced for consideration approval of the minutes of the Regular ~eeting held September 24, 1984. Mr. Guerra moved for approval and Mr. Brown seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of the minutes of the Emergency Meeting held September 26, 1984. Mr. Brown moved for approv- al and Ms. Kissler seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of two appointments to the Library Board. Mr. Farr moved to appoint Sandy Stouffer and Ms. Kissler seconded the motion, which passed unanimously. Mr. Brown stated he would like to see the other appointment be a person to pro- vide minority representation on this Board. Mr. Guerra moved the other appointment be tabled until October 22 and Mr. Brown seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of three appointments to the Planning Commission. Mr. Coddington moved to reappoint Gayle Ross, Mike Moore and Gwen Smith to the Planning Commission and Ms. Kissler seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of three appointments to the Zoning Commission. Mr. Coddington moved to reappoint Brenda Smith and Joe Cox to the Zoning Commission and Ms. Kissler seconded the motion, which passed unanimously. Mr. Guerra moved to table the third appointment to October 22 and Mr. Brown seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of one appointment to the Sunset Advisory Commission to fill the vacancy to Brenda Smith. Mr. Guerra moved to appoint Rosie Farias and Mr. Coddington seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval of an appointment to the Historic Preservation Commission to fill the vacancy of Aart Mille- cam, as the member of this Commission who is also a member of the Plan- ning Commission. Mr. Farr moved to appoint Gwen Smith to fill the * Mayor Craddock was not present at this meeting.
