Mr. Farr introduced for consideration approval of confirmation of the City Manager's appointment to the Civil Service Commission. Mr. Gon- zalez appointed Dr. Daniel Bell, Chairman of the Criminal Justice De- partment at Southwest Texas State University, as the new member of the Civil Service Commission. Mr. Coddington moved to confirm Mr. Gonzalez' appointment and Ms. Kissler seconded the motion, which passed unanimously. Mr. Farr introduced for consideration approval to appoint a Chairman for the local United Nations Day Program (October 24, 1984). As Mr. Farr and the City Secretary were unable to reach Mr. Bill Nicola to con- firm his willingness to serve as Chairman, Mr. Moore moved to table this appointment until October 15 and Ms. Kissler seconded the motion, which passed unanimously. Mr. Farr opened a public hearing and consideration of approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS l2-8(a) (1) and (a) (2) OF CHAPTER 12 OF THE CODE OF ORDINANCES OF SAID CITY TO INCREASE THE MONTHLY CHARGES FOR GARBAGE AND RUB- BISH COLLECTION FROM RESIDENTIAL UNITS LOCATED IN SAID CITY FROM $5.00 TO $6.00; AMENDING SECTION 12-8 OF SAID CHAPTER OF SAID CODE TO ADD A SECTION TO BE NUMBERED l2-8(e) PROVIDING THAT FUNDS RECEIVED FROM THE INCREASE IN SUCH MONTHLY COST BE DEPOSITED IN AN ESCROW OR RESERVE FUND ESTABLISHED FOR THE ACQUISITION OF A LANDFILL SITE OR COMPARABLE FACILITY FOR SAID CITY AND DECLARING AN EFFECTIVE DATE. Mr. Farr asked if anyone wished to speak in favor of the Ordinance amend- ment. City Manager Gonzalez stated the Staff had been reviewing the present system with BFI, which will be under contract for another four years. He stated we needed to develop resources for a landfill in the future. No one else wished to speak in favor or in opposition to the Ordinance, so Mr. Farr closed the public hearing. Mr. Guerra moved to approve the Ordinance on second reading and Mr. Brown seconded the mo- tion. Mr. Farr stated he wanted to look into the possibility of a trans- fer station system. The Council voted unanimous approval of the Ordin- ance on second reading. Mr. Farr introduced a presentation by Mr. Gary Thompson of LWFW regarding the management study update. Mr. Thompson submitted a written schedule to the Council of the study. After discussion the Council by consensus scheduled a Workshop for discussion on findings and recommendations to be held Friday, November 16, 1984 from 2:00-6:00 p.m. Mr. Farr introduced for consideration adoption of an Ordinance on emer- gency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 29-l63(a) OF DIVISION 2 OF ARTICLE VII OF CHAPTER 29 OF THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE THAT LEGENDS ON PARKING METERS SHALL INDICATE THE VALUE OF COINS TO BE DEPOSITED FOR PARKING VEHICLES IN SUCH PARKING SPACES FOR VARIOUS LENGTES OF TIME; DELETING IN ITS ENTIRETY SECTION 29.164.1 OF DIVISION 2 OF ARTICLE VII OF CHAPTER 29 OF SAID CODE AND DECLARING AN EMERGENCY.
