<br />52 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting October 8, 1984 Page 2 <br /> <br /> <br />vacancy of Mr. Millecam and Mr. Coddington seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Farr introduced for consideration approval of confirmation of the <br />City Manager's appointment to the Civil Service Commission. Mr. Gon- <br />zalez appointed Dr. Daniel Bell, Chairman of the Criminal Justice De- <br />partment at Southwest Texas State University, as the new member of the <br />Civil Service Commission. Mr. Coddington moved to confirm Mr. Gonzalez' <br />appointment and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mr. Farr introduced for consideration approval to appoint a Chairman <br />for the local United Nations Day Program (October 24, 1984). As Mr. <br />Farr and the City Secretary were unable to reach Mr. Bill Nicola to con- <br />firm his willingness to serve as Chairman, Mr. Moore moved to table this <br />appointment until October 15 and Ms. Kissler seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Farr opened a public hearing and consideration of approval of an <br />Ordinance on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTIONS l2-8(a) (1) and (a) (2) <br />OF CHAPTER 12 OF THE CODE OF ORDINANCES OF SAID CITY <br />TO INCREASE THE MONTHLY CHARGES FOR GARBAGE AND RUB- <br />BISH COLLECTION FROM RESIDENTIAL UNITS LOCATED IN SAID <br />CITY FROM $5.00 TO $6.00; AMENDING SECTION 12-8 OF SAID <br />CHAPTER OF SAID CODE TO ADD A SECTION TO BE NUMBERED <br />l2-8(e) PROVIDING THAT FUNDS RECEIVED FROM THE INCREASE <br />IN SUCH MONTHLY COST BE DEPOSITED IN AN ESCROW OR RESERVE <br />FUND ESTABLISHED FOR THE ACQUISITION OF A LANDFILL SITE <br />OR COMPARABLE FACILITY FOR SAID CITY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Farr asked if anyone wished to speak in favor of the Ordinance amend- <br />ment. City Manager Gonzalez stated the Staff had been reviewing the <br />present system with BFI, which will be under contract for another four <br />years. He stated we needed to develop resources for a landfill in the <br />future. No one else wished to speak in favor or in opposition to the <br />Ordinance, so Mr. Farr closed the public hearing. Mr. Guerra moved to <br />approve the Ordinance on second reading and Mr. Brown seconded the mo- <br />tion. Mr. Farr stated he wanted to look into the possibility of a trans- <br />fer station system. The Council voted unanimous approval of the Ordin- <br />ance on second reading. <br /> <br />Mr. Farr introduced a presentation by Mr. Gary Thompson of LWFW regarding <br />the management study update. Mr. Thompson submitted a written schedule <br />to the Council of the study. After discussion the Council by consensus <br />scheduled a Workshop for discussion on findings and recommendations to <br />be held Friday, November 16, 1984 from 2:00-6:00 p.m. <br /> <br />Mr. Farr introduced for consideration adoption of an Ordinance on emer- <br />gency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 29-l63(a) OF DIVISION <br />2 OF ARTICLE VII OF CHAPTER 29 OF THE CODE OF ORDINANCES <br />OF SAID CITY TO PROVIDE THAT LEGENDS ON PARKING METERS <br />SHALL INDICATE THE VALUE OF COINS TO BE DEPOSITED FOR <br />PARKING VEHICLES IN SUCH PARKING SPACES FOR VARIOUS <br />LENGTES OF TIME; DELETING IN ITS ENTIRETY SECTION <br />29.164.1 OF DIVISION 2 OF ARTICLE VII OF CHAPTER 29 <br />OF SAID CODE AND DECLARING AN EMERGENCY. <br />
