58 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 15, 1984 PRESENT: Mayor Emmie Craddock Council Members * Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra Betty Jane Kissler * Jaime Moore City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. Hankins Acting Director of Finance Wayne Moore Director of Planning Frank Robbins Also Present: Mark Hendricks, Lee Swift, Ofelia Vasquez, Jerri Martin, Daniel Brown, Ray Longoria, Lupe Picassio, Jake Krauskopf, Anita Reyes, Lisa Dvorak and others. Mayor Craddock called the meeting to order at 5:30 p.m. Mayor Craèdock introduced for consideration approval of an appointment of Chairman for the local United Nations Day Program (October 24, 1984). Mr. Farr moved to appoint Bill Nicola and Ms. Kissler seconded the mo- tion. On roll call the following vote was recorded: AYE: Farr, Craddock, Guerra, Kissler. NAY: Coddington. ABSTAIN: None. Mayor Craddock introduced a discussion by the San Marcos Area Food Bank representative of what their program is and request of $10,000 for pur- chase of a van to collect and distribute food. Ofelia Vasquez addressed the Council and stated the program was to assist in feeding the needy persons of San Marcos. She stated the Food Bank was presently using a truck donated by Jim Byrn. The Food Bank is in need of a van to make daily runs to pick up food. Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 23-1 OF ARTICLE I OF CHAPTER 23 OF THE CODE OF ORDINANCES OF SAID CITY AND ADDING A SECTION 23-3 TO SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO DESIGNATE THOSE RESPONSIBLE FOR THE PLACEMENT OF NOTICES ON UTILITY POLES AND ESTABLISH- ING A PENALTY FOR VIOLATIONS AND DECLARING AN EFFECT- IVE DATE. Mayor Craddock moved for approval of the Ordinance on second reading and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration adoption of a Resolution, the caption which was read as follows: * Messrs. Brown and Moore were not present at this meeting.
