<br />v. <br /> <br />SYSTEM ANALYSIS AND DEVELOPMENT <br /> <br />A. <br /> <br />Wastewater Flow <br /> <br />Originally the wastewater system alternatives were based on a <br />projected growth in the basin that assumed a 53% buildout <br />population for the Lowmansf Ranch and Cottonwood Creek Park <br />developments by the year 2005. After further discussion with the <br />City of San i\larcos and the Lowmans I Ranch development, it was <br />decided to derive additional population proportions and flows based <br />on 100% ultimate buildout for the two developments by the year <br />2005. The remainder of the 'casin projected population ~";as adjusted <br />to keep the total basin popula:.:on constant. Using the cost-effective <br />alternative from the original population projections as a basis for <br />design, a new alternative (Alternative 6) was derived with revised <br />component sizing, which then became the proposed alternative <br />(Appendix J). <br /> <br />B. <br /> <br />Proposed System <br /> <br />Initially a gravity flow interceptor line is proposed along <br />Cottonwood Creek from IH -35 to the eastern point of the <br />intersection of sub-basins 1 and 2 (Figure 4). This line will <br />service all of sub-basins 1 anà 2 and is sized for the 2005 projected <br />two-hour peak wet weather flow. At the downstream end of this <br />interceptor a lift station (hereinafter called the central lift station) <br />is proposed to be constructed in Phase I. This lift station will be <br />sized to pump the projected two-hour wet weather peak flow for <br />sub-basins 1 and 2 through the year 1990. A force main pipeline <br />will be constructed from the central lift station to the existing <br />wastewater treatment plant.
