There is $10,000.00 budgeted and <br />there may be a need for an additional $3,000.00, which is avail- <br />able from contingency funds. <br />Mayor Craddock introduced for consideration approval for the dates <br />óf the Regular Meetings in November (November 12 and November 26) to <br />be changed to November 5 and November 19, because November 12 is a <br />holiday for the City and November 26 is the Monday following Thanks- <br />giving and the preceding week will be a short week because of the <br />Thanksgiving holidays. Mayor Craddock moved to set the Regular Meet- <br />ings in November for November 5 and 19 and Ms. Kissler seconded the <br />motion, which passed unanimously. <br />Mayor Craddock introduced for discussion by the City Manager a status <br />of projects funded under previous budgètS. Mr. Gonzalez provided the <br />Council at the meeting with a listing of 16 projects. Mr. Gonzalez <br />stated with Council approval some of the projects could proceed by <br />use of fund balance and then the money be reimbursed to fund balance <br />when Revenue Sharing Funds are received. The Council directed this <br />be a discussion item on the agenda each month. <br />Mayor Craddock introduced for discussion a memorandum prepared by <br />George Boeker of alternatives for adding office space and direction <br />how to proceed. Mr. Gonzalez stated the Staff wants to receive gen- <br />eral proposals and then review them to see which one best suits our <br />needs. He stated we were in need of having an architect identify the <br />needs of City Hall for office space. Council directed the Staff pro- <br />ceed to receive proposals. <br />Mr. Coddington moved the Council adjourn into Executive Session pur- <br />suant to Article 6252-17, §§2 (e), (f) and (g), V. A.C.S., to discuss <br />contemplated litigation, pending litigation (College Oaks Joint Ven- <br />ture vs. City), and matters where the duty of the City Attorney to <br />the City pursuant to the Code of Professional Responsibility of the <br />State Bar of Texas requires confidentiality, contracts, the purchase, <br />exchange, lease or value of real property, and personnel. Mr. Brown <br />seconded the motion, which passed unanimously (10:46 p.m.). <br />Mr. Brown moved the Council convene at 11:45 p.m. and Mr. Coddington <br />seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED JUNE <br /> 13, 1984 DECLARING A BUILDING MORATORIUM FOR MULTI- <br /> FAMILY DWELLINGS IN PLANNING UNITS 1, 2, 3, 4, 5, 52, <br /> 53, 18 AND 32, LIMITING THE NUMBER OF L.U.E.'S ISSUED <br /> FROM REMAINING SEWERAGE TREATMENT CAPACITY, REQUIRING <br /> COMPLIANCE WITH THE MASTER PLAN LAND USE ELEMENT, AND <br /> ESTABLISHING A CITIZEN COMMITTEE TO ADVISE COUNCIL ON <br /> PROBLEM SOLUTIONS TO EXCEPT FROM THE REQUIREMENTS OF <br /> SUCH ORDINANCE BUILDERS OF SINGLE-FAMILY HOUSING AND <br /> THOSE NEEDING SEvmGE CAPACITY FOR CONSTRUCTION BUILD- <br /> OUTS UNDER EXISTING BUILDING SHELLS AND DECLARING AN <br /> EMERGENCY AND PROVIDING FOR AN EFFECTIVE DATE. <br />
