90 Regular Meeting November 5, 1984 Page 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING ORDINANCE 1984-86 ADOPTED SEPTEMBER 13, 1984 WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1984 AND ENDING ON SEP- TEMBER 30, 1985, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTI NG SAID REVISIONS AND ESTIMATES AND DECLARING AN EMERGENCY. Mr. Brown moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the motion. On roll call the following vote was re- corded: AYE: Brown, Farr, Craddock, Guerra, Kissler, Moore. NAY: None. ABSTAIN: Coddington. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF ARTICLE III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" OF CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY TO AMEND THE DATE ON WHICH CALCULATIONS OF UPDATED SERVICE CREDITS ARE BASED, UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF SAID CITY AND TO AMEND THE DATE ON WHICH CALCULATIONS OF UPDATED SERVICE CREDITS ARE BASED UNDER SAID ACT FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM WHO HAVE UNFORFEITED CREDIT FOR PRIOR SERVICE AND/OR CURRENT SERVICE WITH OTHER PARTICIPATING MUNI- CIPALITIES BY REASON OF PREVIOUS SERVICE AND WHO WERE CONTRIBUTING MEMBERS ON JANUARY 1, 1984; AMENDING SEC- TION 2-44(b) OF SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO AMEND THE DATE ON WHICH CALCU- LATIONS OF THE INCREASE IN RETIREMENT ANNUITIES ARE BASED; AMENDING SAID DIVISION OF SAID ARTICLE OF SAID CHAPTER OF SAID CODE TO ADD A SECTION TO BE NUMBERED 2-49 TO PROVIDE FOR SEPARABILITY AND DECLARING AN EF- FECTIVE DATE. Mr. Farr moved for approval of the Ordinance on first reading and Mayor Craddock seconded the motion. The Council asked that Gary Anderson of TMRS be present at the next reading to answer questions regarding the impact of credits made now in future years. The Council voted unani- mously for approval of the Ordinance on first reading. Mayor Craddock introduced for consideration approval of two Ordinances on second reading and adoption of two Ordinances on third and final reading by consensus agenda. Mr. Coddington moved for approval of the two Ordinances on second reading and the two Ordinances for adoption on third and final reading and Mr. Farr seconded the motion, which passed unanimously. The captions of these Ordinances read as follows:
