<br /> 90 <br />Regular Meeting November 5, 1984 Page 3 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING ORDINANCE 1984-86 ADOPTED <br /> SEPTEMBER 13, 1984 WHICH SET FORTH AN ITEMIZED ESTIM- <br /> ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br /> UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br /> FISCAL YEAR BEGINNING OCTOBER 1, 1984 AND ENDING ON SEP- <br /> TEMBER 30, 1985, AND APPROPRIATED MONEY FOR THE VARIOUS <br /> FUNDS AND PURPOSES OF SUCH ESTIMATE; TO REVISE SAID <br /> ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPTI NG <br /> SAID REVISIONS AND ESTIMATES AND DECLARING AN EMERGENCY. <br />Mr. Brown moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion. On roll call the following vote was re- <br />corded: <br /> AYE: Brown, Farr, Craddock, Guerra, Kissler, Moore. <br /> NAY: None. <br /> ABSTAIN: Coddington. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-43 OF DIVISION 2, <br /> ENTITLED "TEXAS MUNICIPAL RETIREMENT SYSTEM" OF ARTICLE <br /> III, ENTITLED "CIVIL SERVICE AND EMPLOYEE BENEFITS" OF <br /> CHAPTER 2 OF THE CODE OF ORDINANCES OF SAID CITY TO <br /> AMEND THE DATE ON WHICH CALCULATIONS OF UPDATED SERVICE <br /> CREDITS ARE BASED, UNDER THE ACT GOVERNING THE TEXAS <br /> MUNICIPAL RETIREMENT SYSTEM, FOR SERVICE PERFORMED BY <br /> QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF <br /> SAID CITY AND TO AMEND THE DATE ON WHICH CALCULATIONS <br /> OF UPDATED SERVICE CREDITS ARE BASED UNDER SAID ACT <br /> FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH <br /> SYSTEM WHO HAVE UNFORFEITED CREDIT FOR PRIOR SERVICE <br /> AND/OR CURRENT SERVICE WITH OTHER PARTICIPATING MUNI- <br /> CIPALITIES BY REASON OF PREVIOUS SERVICE AND WHO WERE <br /> CONTRIBUTING MEMBERS ON JANUARY 1, 1984; AMENDING SEC- <br /> TION 2-44(b) OF SAID DIVISION OF SAID ARTICLE OF SAID <br /> CHAPTER OF SAID CODE TO AMEND THE DATE ON WHICH CALCU- <br /> LATIONS OF THE INCREASE IN RETIREMENT ANNUITIES ARE <br /> BASED; AMENDING SAID DIVISION OF SAID ARTICLE OF SAID <br /> CHAPTER OF SAID CODE TO ADD A SECTION TO BE NUMBERED <br /> 2-49 TO PROVIDE FOR SEPARABILITY AND DECLARING AN EF- <br /> FECTIVE DATE. <br />Mr. Farr moved for approval of the Ordinance on first reading and Mayor <br />Craddock seconded the motion. The Council asked that Gary Anderson of <br />TMRS be present at the next reading to answer questions regarding the <br />impact of credits made now in future years. The Council voted unani- <br />mously for approval of the Ordinance on first reading. <br />Mayor Craddock introduced for consideration approval of two Ordinances <br />on second reading and adoption of two Ordinances on third and final <br />reading by consensus agenda. Mr. Coddington moved for approval of <br />the two Ordinances on second reading and the two Ordinances for adoption <br />on third and final reading and Mr. Farr seconded the motion, which <br />passed unanimously.
