<br />-2- <br /> <br />IV. <br /> <br />The j oint study of long-range regional water needs in the <br />five-county area was completed and its report released in April <br />1986. The Edwards Underground Water District and the City of San <br />Antonio have disseminated study results throughout the region and <br />are diligently pursuing a program of reaching public consensus <br />through meetings and information distribution. <br /> <br />V. <br /> <br />The Edwards Underground Water District and the City of San <br />Antonio have now undertaken an orderly program of implementing <br />necessary actions to assure that regional study purposes are <br />achieved. Some of these actions are being undertaken under <br />existing legislative authorities. Additional legislative <br />authorities may be sought to make it possible for this region to <br />meet its future responsibilities. Particularly, this will be the <br />case to implement innovative arrangements that will be needed to <br />accomplish the most efficient and equitable system for managing <br />these unique ground and surface water resources conjunctively on <br />behalf of the region. <br /> <br />VI. <br /> <br />Among other concepts that may be a part of implementing a <br />regional water resources planning and management program for the <br />five-county region, the City of San Marcos recognizes and concurs <br />in the following general definition of a regional comprehensive <br />water plan and the policy statements that serve as a guide to the <br />region as it proceeds: <br /> <br />A. <br /> <br />REGIONAL COMPREHENSIVE WATER RESOURCES PLAN <br /> <br />Planning and plan implementation must include <br />consideration of factors involving water supply; water <br />demand; cost of services and facilities; water and <br />environmental resource protection; conservation; equity <br />in sharing costs and resources; and an orderly legal and <br />institutional structure for planning and implementation <br />to assure that all these factors are properly weighted <br />in a management process. <br /> <br />1. Water supplY objectives are the maintenance, <br />increase, or protection of sources of water. <br /> <br />b. <br /> <br />a. <br /> <br />Surface water must be considered in terms of <br />those developments or activities that make <br />surface water resources effectively and <br />feasibly available for use. These may include <br />construction of dams and reservoirs; <br />integrated operation of existing facilities; <br />salvage, reclamation, and reuse of water; <br />elimination of wasteful practices; conjunctive <br />use with ground water; and artificial <br />recharge. <br /> <br />Ground water supply consideration are those <br />which contribute to the proper development and <br />protection of aquifer resources. These <br />include protection of recharge areas; <br />protection and maintenance of recharge <br />sources: prevention of waste by brush control <br />where appropriate; proper management of well <br />withdrawals to optimize hydrologic and <br />hydraulic characteristics and to protect <br />storage capacity; prevention of quality <br />deterioration from vertical and/or lateral <br />movement of poor quality water; reservation of <br />water in storage to provide a cushion of <br />supply in periods of drought. <br />
