<br />[ (12) coordination of the state emergency management plan with the
<br />emergency management plans of the federal government;
<br />[ (13) coordination of federal and state energy emergency plans; and,
<br />(14) other necessary matters relating to disasters.
<br />[ (c) The Division shall take an integral part in the development and revi-
<br />sion of local and interjurisdictional emergency management plans prepared under
<br />Section 8 of this Act. T j<:is end it shall el1ploy or otherwise secure the ser-

<br />assistance t\) rc1-:t-!,- ,1 :'cl-,:dh'isions ç"d..ctÎcsa:ste,:", agencies. These personnel
<br />shall consult I-I,: J',d, ';s',ons and agl..ll"ics c:r.<é: regularly scheduled basis
<br />and shall make field reviews of the areas, circumstances, and conditions to
<br />which particular local and interjurisdictional emergency management plans are
<br />intended to apply and may suggest revisions.
<br />[ (d) In preparing and revising the state emergency management plan, the
<br />Division shall seek the advice and assistance of local government, business,
<br />labor, industry, agriculture, civic, and volunteer organizations and community
<br />leaders. In advising local and interjurisdictional agencies, the Division shall
<br />encourage them also tQ seek advice from these sources.
<br />[ (e) The state emergency management plan or any part of it may be incor-
<br />porated in regulations of the Division or executive orders which have the force
<br />and effect of law.
<br />[ (f) The Division shall:
<br />[ (1) determine requirements of the state and its political subdivisions for
<br />food, clothing, and other necessities in event of a disaster;
<br />(2) procure and pre-position supplies, medicines, materials, and
<br />equi pment ;
<br />[ (3) promulgate standards and requirements for local and interjurisdic-
<br />tional emergency management plans;
<br />[ (4) periodically review local and interjurisdictional emergency management
<br />plans;
<br />(5) provide for mobile support units;
<br />[ (6) establish and operate training programs and programs of public infor-
<br />mation or assist political subdivisions and disaster agencies to establish and
<br />operate the programs;
<br />(7) make surveys of public and private industries, resources, and facili-
<br />ties in the state which are necessary to carry out the purposes of this Act;
<br />(8)' plan and make arrangements for the availability and use of any private
<br />facilities, services, and property and provide for payment for use under terms
<br />and condi t ions agreed on if the facil i ties are used and payment is necessary;
<br />[ (9) establish a register of persons with types of training and skills
<br />important in disaster prevention, preparedness, response, and recovery;
<br />[ (10) establish a register of mobile and construction equipment and tem-
<br />porary hoúsing available for use in a disaster;
<br />(11) prepare, for issuance by the Governor~ executive orders and regula-
<br />tions necessary or appropriate in coping with disasters;
<br />(12) cooperate with the federal government and any publ ic or private agency
<br />or entity in achieving any purpose of this Act and in implementing programs for
<br />disaster prevention, preparation, response, and recovery; and,
<br />(13) do other things necessary, incidental, or appropriate for the imple-
<br />mentation of this Act.
<br />[ (g) The Division may employ temporary personnel to be paid from funds
<br />appropriated to the Division, federal funds, or the Disaster Contingency Fund.
<br />The Merit System does not apply to the temporary positions.
<br />[ (h) The Division may provide assistance to private aviators, including
