<br /> adoption of any ordinance detaching te rri tory from the City, the <br /> corporate limits of the City shall be reduced by the territory so <br /> detached, but said territory shall still be liable for its pro rata <br /> share of any debts incurred while said area was a part of said Ci ty , <br /> and the City shall continue to levy, assess and collect taxes on the <br /> property within said territory to pay the indebtedness incurred <br /> while said area was a part of the City as though the same had <br /> not been excluded from the boundaries of the Ci ty. <br /> Item 2. Amend Section 4.01 of the City Charter of the City of San <br /> Marcos, Texas, to require the City Manager to provide an <br /> annual report on Municipal Court by adding the following <br /> subsection (c)(8): <br /> Sec. 4.01. City Manager. <br /> (c) Duties of the City Manager. <br /> (8) Prepare and submit to the City Council as of the end of each <br /> fiscal year a detailed report of Municipal Court activities for <br /> that fiscal year upon receiving direction from the City Council <br /> as to the general contents of such report. <br /> Item 3. Amend Section 4.03 of the City Charter of the City of San <br /> Marcos, Texas, to provide for annual appoin tmen ts of <br /> Municipal Court Judges, as follows: <br /> Sec. 4.03. Corporation [municipal] court: <br /> (b) The judge(s) of said court shall be appointed by the City Council <br /> annually and shall receive such salary as may be fixed by the <br /> City Council. <br /> Item 4. Amend Section 4.05 of the City Charter of the City of San <br /> Marcos, Texas, to provide for an ~~sistant to ~he City <br /> Council, by adding the following: <br /> Sec. 4.05. Assistant to the city council. <br /> The City Council may appoint an assistant to perform such services <br /> for the City Council as it shall request and which are not inconsistent <br /> with this Charter. <br /> Item 5. Amend Section 8.17 of the Ci ty Charter of the City of San <br /> Marcos, Texas, to provide for certification of sufficient <br /> funds for an expenditure by the Finance Director and to give <br /> the City Manager au thori ty to approve contracts for all <br /> budgeted items not exceeding $5,000, and to clarify the City's <br /> rights in the bidding process by changing the Section as <br /> indicated by the words underlined, as follows: <br />
