Sec. 8.17 Purchase procedure. All purchases made and contracts executed by the City shall be pursuant to a requisition from the head of the administrative unit whose appropriation wi 11 be charged, and no contract or order shall be binding upon the City unless and until the Finance Director certifies that there is to the credit of such administrative unit a sufficient unencumbered appropriation and an allotment balance to pay for these supplies, materials, equipment, or contractual services, for which the contract or order is to be issued. Before the Ci ty makes any purchase or contract for supplies, materials, equipment, or contractual services, opportuni ty shall be given for coITpetition. The Council may by ordinance convey upon the City Manager general authority to contract for expenditures without further approval of the Council for all budgeted items not exceeding five thousand dollars. All contracts for expenditures involving more then five thousand dollars shall be let to the lowest and best responsible bidder after there has been opportunity for competitive bidding as provided for by law or ordinance; provided that the City shall have the right to reject any and all bids. Contracts for personal or professional services shall not be let on competitive bids. Item 6. ].\mend Section 5.08 of the City Charter of the City of San Marcos, Texas, to cause the Oath of Office to conform to State law, as follows: Sec. 5.08. Oath of Office. Every officer of the City shall, before entering upon the duties of the office take and subscribe to the following oath or affirmation to be filed and kept in the office of the City Secretary: "I, , do solemnly swear (or affirm), that I will faithfully execute the duties of the office of the , of the City of San Marcos, State of Texas, and will to the best of my ability preserve, protect and defend the constitution and laws of the United States and of this state and the Charter and ordinances of this City; and I furthermore solemnly swear (or affirm), that I have not directly nor indirectly paid, offered, or promised to pay, contributed nor promised to contribute any money or valuable thing, or promised any public office or employment, as a reward for the giving or withholding a vote at the election at which I was elected, or if the office is one of appoinbœnt, to secure my appointment." Item 7: ATnend Section 3.11 of the City Charter of the City of San Marcos, Texas, providing that zoning designation ordinances do not have to be read before the Council and approved by the Council on three occasions but may be approved with only one reading, by adding the following provision at the end of Section 3.11, as follows:
