<br /> Sec. 8.17 Purchase procedure. <br /> All purchases made and contracts executed by the City shall be <br /> pursuant to a requisition from the head of the administrative <br /> unit whose appropriation wi 11 be charged, and no contract or order <br /> shall be binding upon the City unless and until the <br /> Finance Director certifies that there is to the credit of <br /> such administrative unit a sufficient unencumbered appropriation and <br /> an allotment balance to pay for these supplies, materials, <br /> equipment, or contractual services, for which the contract or order is <br /> to be issued. Before the Ci ty makes any purchase or contract <br /> for supplies, materials, equipment, or contractual services, <br /> opportuni ty shall be given for coITpetition. The Council may by <br /> ordinance convey upon the City Manager general authority <br /> to contract for expenditures without further approval of the Council <br /> for all budgeted items not exceeding five thousand dollars. All <br /> contracts for expenditures involving more then five thousand dollars <br /> shall be let to the lowest and best responsible bidder <br /> after there has been opportunity for competitive bidding <br /> as provided for by law or ordinance; provided that the City <br /> shall have the right to reject any and all bids. Contracts for <br /> personal or professional services shall not be let on competitive <br /> bids. <br /> Item 6. ].\mend Section 5.08 of the City Charter of the City of San <br /> Marcos, Texas, to cause the Oath of Office to conform to State <br /> law, as follows: <br /> Sec. 5.08. Oath of Office. <br /> Every officer of the City shall, before entering upon the duties of the <br /> office take and subscribe to the following oath or affirmation to be <br /> filed and kept in the office of the City Secretary: <br /> "I, , do solemnly swear (or affirm), that I will <br /> faithfully execute the duties of the office of the , of the <br /> City of San Marcos, State of Texas, and will to the best of my ability <br /> preserve, protect and defend the constitution and laws of the United <br /> States and of this state and the Charter and ordinances of this City; <br /> and I furthermore solemnly swear (or affirm), that I have not directly <br /> nor indirectly paid, offered, or promised to pay, contributed nor <br /> promised to contribute any money or valuable thing, or promised any <br /> public office or employment, as a reward for the giving or withholding <br /> a vote at the election at which I was elected, or if the office is <br /> one of appoinbœnt, to secure my appointment." <br /> Item 7: ATnend Section 3.11 of the City Charter of the City of San <br /> Marcos, Texas, providing that zoning designation <br /> ordinances do not have to be read before the Council and <br /> approved by the Council on three occasions but may be approved <br /> with only one reading, by adding the following provision <br /> at the end of Section 3.11, as follows: <br />
