<br /> Sec. 3.11. Procedure for passage of ordinances. <br /> Notwithstanding any of the foregoing, ordinances relating to the <br /> changing of a zoning district designation may be approved by the <br /> City Council on one reading only, if all other requireTnents are met. <br /> The Counc il may, however, vote to reconsider any zoning district <br /> change at the next reqular meeting after the change was approved if <br /> reconsideration is requested by a Counc il Membe r who was absent <br /> from the meeting where the vote was taken or who voted on the <br /> prevailing side at the previous meeting. <br /> Item 8: A:n:le-nd Section 12.12 of the City Charter of the City of San <br /> Marcos, Texas, to provide that the Charter Review Commission <br /> shall meet only in odd-numbered years, as follows: <br /> Sec. 12.12. Charter review commission. <br /> The City Council shall appoint at its first regular meeting in July <br /> of each odd-numbered year a Charter Review Commission of five citizens <br /> of the City of San Marcos. <br /> Item 9: Amend the City Charter of the City of San Marcos, Texas, by <br /> deleting Section 12.14 of the Charter," Submission of <br /> Charter to voters," which is no longer needed because said <br /> Section provides for the manner of the original adoption of <br /> the Charter by ~he voters. <br /> Item 10: Amend the City Charter of the City of San Marcos, Texas, by <br /> adding a new Section 3.17 concerning the removal of City <br /> officials, as follows: <br /> Sec. 3.17. Removal of city officials. <br /> (a) The City Council shall have the authority to remove any City <br /> Council Member who shall be absent three consecutive regular City <br /> Council meetings unless said Council Member shall have secured <br /> permission, 1n advance, from the City Council to be absent from at <br /> least one of the meetings. Any such action for removal of a City <br /> Council Member for absenteeism shall require five (5) affirmative votes <br /> of City Council Members. <br /> (b) The City Council shall have the authority to remove any appointed <br /> City official who is either appointed or approved by the City Council. <br /> Any such removal of a City official by the Ci ty Counc il shall <br /> require a majority vote of the membership of the Ci ty Counc il and <br /> shall be preceded by adequate notice to the official of the time <br /> and loca tion of the meeting, the nature of the charge against the <br /> official, and an opportunity for a hearing. At any such hearing, <br /> evidence both for and against the City official may be offered for the <br /> Council's consideration. The Counc il may, by ordinance, provide <br />
