<br />CERTIFICATE OF BOARD ACTION <br /> <br />THE STATE OF TEXAS ~ <br />COUNTY OF GUADALUPE ~ <br /> <br />At a regular meeting of the Board of Directors of Guadalupe-Blanco River <br />Authority had on September 21, 2005, at the GBRA River Annex Board Room, <br />905 Nolan, Seguin, Guadalupe County, Texas, a quorum being present, the <br />Board of Directors authorized W. E.
