Mayor Craddock moved to reappoint Joe Searcey <br />and reappoint Allyn Gill and appoint Casey Mahon and Mr. Coddington <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of four appoint-- <br />ments to the Historic Preservation Commission. Mayor Craddock moved <br />to reappoint Gwen Smith as the Planning Commission Member, reappoint <br />N. A. Stedman as the Belvin Street representative, reappoint Mrs. Leon <br />Sowell as the citizen of San Marcos interested in San Marcos history, <br />and appoint Joan Terry as the San Antonio Street representative and <br />Mr. Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of two appointments <br />to the Minority Commission. Mayor Craddock moved to appoint Corina <br />Jaimes and appoint Cathy Cuellar and !-~r. Farr seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of one appointment <br />to the Charter Review Commission. Mr. Nicola moved to appoint Soila <br />Rodriguez and Mr. Guerra seconded the motion. Cn roll call the follow- <br />ing vote was recorded: <br /> <br />AYE: Brown, Farr, Craddock, Guerra, Nicola. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Coddington. <br /> <br />Mayor Craddock introduced a public hearing and consideration of an <br />Ordinance on first reading, the caption which was not read into the <br />record but which reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADDING AN APPENDIX B, THE SAN MARCOS <br />SIGN ORDINANCE, TO THE CODE OF ORDINANCES OF THE CITY <br />OF SAN MARCOS REGULATING THE SIZE, HEIGHT, MAINTENANCE <br />AND LOCATION OF BOTH ON-PREMISE AND OFF-PREMISE SIGNS <br />WITHIN THE CITY OF SAN MARCOS AND ITS EXTRATERRITORIAL <br />JURISDICTION¡ PROVIDING FOR NON-CONFORMING SIGNS; EXEMPT- <br />ING CERTAIN SIGNS; REQUIRING STREET NUMBER SIGNS; PROHIBIT- <br />ING CERTAIN SIGNS; PROVIDING FOR PERMITS; LICENSING CER- <br />TAIN SIGNS; OTHERWISE REGULATING SIGNAGE; PROVIDING FOR <br />INSPECTION, ENFORCEMENT, APPEAL AND VARIANCES; AND DECLAR- <br />ING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock opened the public hearing and asked if anyone wished to <br />speak. A list had been passed around prior to the public hearing for <br />persons wishing to speak to sign. Buddy Mostyn advised the Council he <br />was in favor of a Sign Ordinance as drafted by the Chamber of Commerce. <br />Jeff Hill advised the Chamber's proposed Sign Ordinance better serves <br />the needs of the City and provided the Council with a survey of local <br />businesses. Jane Wilson compared the City of San Marcos' signs with <br />those of Flagstaff and stated billboards spoil the natural beauty of <br />the City. Frank Rich stated he thought the Staff's Ordinance is very <br />reasonable. Nina pryatel commended the Staff and Planning and Zoning <br />Commissions for their work and stated she only wished the Ordinance were <br />more restrictive. Dan Gibson discussed the provisions of the Ordinance <br />and its origination, also comparing the Ordinance to that of Seguin's, <br />which he stated Staff viewed as a billboard licensing ordinance and not <br />a comprehensive sign ordinance, regulating people more than signage. <br />
