<br />40 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting January 13,1986 Fage 3 <br /> <br /> <br />Ivar Gunnarson stated he agreed with the comments of Jeff Hill and <br />that he has gone along with the moratorium although he has made requests <br />for variances which the City has denied. L. E. Dupont stated a 260- <br />foot billboard was of insufficient size for people to read and digest <br />the contents of signs. In his opinion travelers down IH35 to points <br />North and South are more likely to be traveling through our City rather <br />than have plans to come to our City, and the size of the billboard <br />needs to be of sufficient size for businesses to put a message that <br />would change the traveler's mind to come to San Marcos. He recommends <br />the City accept the Chamber's version of the sign ordinance in relation <br />to size of billboards: 480 square feet. Shirley Wickersham advised <br />the Council there were three businesses in town who make a living from <br />sign~ and that she hoped the Council would not put them out of business <br />with too restrictive an ordinance. Tom Allen furnished the Council with <br />a written report. Jay Moore advised the Council tourism to our City <br />would be affected by the Ordinance as now written. Rich Westfall of <br />Aquarena Springs stated information received by tourists to our City <br />is obtained from signs, and that in a survey he received billboards are <br />the leading response that attracts tourists to Aquarena. Bud Walker <br />complimented the Planning and Zoning Commissions for their endurance <br />and urged the Council that a sign ordinance will affect the business <br />community economically and hopes they will adopt an ordinance that <br />will be fair and equitable. Billy Moore stated the City's sign Ordinance <br />and the Chamber's are different, and that he is more concerned with <br />the placement of signs than he is what materials are used to cons'truct <br />them, more concerned withaesthetics. He stated he did not think that <br />either ordinance would affect San Marcos economically. Carroll Shaddock <br />of Billboards, Ltd. of Houston stated San Antonio has a moratorium on <br />billboards in effect. He stated under State law a City cannot remove <br />signs on or off-premise without compensation therefor. He stated the <br />principal consideration before the Council was for the Council to look <br />at what they want the future of the City to be. Roger Storey stated <br />as a franchised dealer he was "told" what size his signs would be, and <br />that the City's Ordinance would drastically affect his business. He <br />reminded the Council this Ordinance as now written would affect persons <br />who make their livings here and pay taxes to this City. He offered as <br />a compromise the adoption of the Chamber's proposal. No one else wished <br />to speak, so Mayor Craddock closed the public hearing. Mayor Craddock <br />moved to table first reading of the City's Sign Ordinance so that a <br />compromise could be negotiated between the two proposed Sign Ordinances <br />and appointed Lamar Hankins, Frank Robbins, Jeff Hill and John Diaz to <br />a Committee to negotiate. She directed an Ordinance be prepared and <br />presented to the Council at the January 27 meeting to extend the mora- <br />torium to Pebruary 28 and requested first reading of the negotiated <br />Ordinance be February 17 or as soon thereafter as possible. Mr. Farr <br />seconded the motion, which passed unanimously. Jim Gandy of the Chamber <br />of Commerce stated they were in favor of the extension of the moratorium <br />to February 28. <br /> <br />Mayor Craddock introduced a public hearing and adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OP SAN <br />MARCOS, TEXAS, AMENDING THE FUTURE LAND USE PLAN (MAP) <br />OF THE MASTER PLAN OF SAID CITY, FOR 4.51 ACRES OF LAND <br />OUT OF THE L.
