<br />June 6, 2006 <br /> <br />11.2 All lots or portions of lots that do not drain to an on-site storm water detention pond that <br />provides for the two (2) year detention shall meet the water quality design standard of a <br />minimum 70% total suspended solids (TSS) loading removal efficiency. <br /> <br />11.3 The Development is not located within the Edward Aquifer Recharge Zone. <br /> <br />11.4 All existing slopes within the buildable areas are less than 15%. <br /> <br />11.5 All stormwater and environmental protection controls for each lot shall conform to the City- <br />approved Blanco Riverwalk Subdivision Watershed Protection Plan Phase 2 Permit and <br />Construction Plan Permit. <br /> <br />11.6 A Unified Drainage and Parking Plan for each lot shown on the Concept Plan (Exhibit B) <br />shall be submitted to the City for review and approval. This plan shall be submitted with <br />the first Site Preparation Permit application on each lot. Each lot's unified drainage and <br />parking plan shall be included as an appendix to these Development Standards. <br />Modifications to each lot's plan, if warranted for subsequent Site Preparation Permit <br />applications on a lot, shall also be included as an appendix. <br /> <br />11.7 The Blanco Riverwalk Subdivision Development Standards, approved by the City in <br />September 2005, are included in Appendix A. The PD Development Standards will govern <br />over the subdivision development standards in the event of a conflict. <br /> <br />12. Development Phasing <br /> <br />The first phase of development will be the construction of all subdivision improvements followed <br />by a section, or sections, of commercial use along the IH 35 frontage (Lots A, B and/or E) or <br />Office (Lot F -1) or Commercial (Lot C-l) or Residential (Lot D-l). This phase of development is <br />planned to be followed by: <br /> <br />. Phase 2 <br /> <br />Recreational commercial use (Lot F-2) and adjacent Open Space Lot (Lot F- <br />3. <br /> <br />. Phase 3 <br /> <br />Commercial, Mixed Use and Hotel (Lot C-l) and adjacent Open Space Lot <br />(C-2). <br /> <br />The construction of the open space improvements in Lots C-2 and F-3, respectively, shall occur <br />concurrently with the construction of the improvements for the first Site Preparation Permit on <br />Lots C-l and F-2, respectively. <br /> <br />The Developer may adjust the Development phasing based on market conditions at the time of <br />specific lot development. <br /> <br />13. Revisions of the PD District and Concept Plan. <br /> <br />13.1 Minor Revisions. The Developer may submit a request for administrative approval of <br />minor revisions to these Development Standards or the Concept Plan. The City Planning <br />Director may approve a minor revision subject to limitations in the LDC, if the Director <br />determines that the revisions do not substantially impact the nature or purposes of the <br /> <br />Blanco Riverwalk PD Overlay District <br /> <br />19 <br />
