<br />June 6, 2006 <br /> <br />14.4 Establish Blanco River LLC as the Master Developer of the Development. As the Master <br />Developer of the Development, the Master Developer has the following planning, <br />development, and oversight roles and responsibilities: <br /> <br />14.4.1 Overall land planning and conceptual design of the community; <br /> <br />14.4.2 Community Infrastructure planning and civil engineering including road systems, <br />drainage systems, and public utility services (water, sewer, lighting and power); <br /> <br />14.4.3 Specification of component real estate uses, space planning, and building massing; <br /> <br />14.4.4 Building design and architectural design paradigms, standards, and guidelines; <br /> <br />14.4.5 Public and common space planning and design; <br /> <br />14.4.6 High level and detailed landscaping planning, design, standards, and guidelines; <br /> <br />14.4.7 Property wide signage and lighting planning, design, and standards; <br /> <br />14.4.8 Community wide governmental planning and zoning submittals and approvals; <br /> <br />14.4.9 Selection of "Best of the Best" Real Estate Developer(s) for each type of residential <br />and commercial real estate; <br /> <br />14.4.10 Review and approval of all building, parking, common area, landscaping, signage <br />and lighting plans prior to City permit application submittals; <br /> <br />14.4.11 Construction and implementation of all community infrastructure including road <br />systems, drainage systems, public utility services (water, sewer, lighting and power), public <br />parking, and public space and common areas; and <br /> <br />14.4.12 Review, oversight, and approval of all constructed buildings, parking facilities, <br />common areas, landscaping, signage and lighting prior to occupancy to ensure adherence to <br />design and development plans, standards, and guidelines. <br /> <br />The Master Developer and Property Manager (in Section 14.5) will be paid for its services through <br />maintenance fees that are assessed to the POA. <br /> <br />14.5 Establish Blanco River LLC as the Master Community Property Manager. The Master <br />Community Property Manager is responsible for the overall community and property <br />management of Blanco Riverwalk and has the following roles and responsibilities: <br /> <br />14.5.1 Establishing and enforcing all community rules and regulations; <br /> <br />14.5.2 Managing and maintaining all community infrastructure outside of the public street <br />rights-of-way, including private road systems and parking facilities, drainage systems, and <br />private utility services (water, sewer, and power); <br /> <br />Blanco Riverwalk PD Overlay District <br /> <br />21 <br />
