"Gonzalez, City Manage <br />JBJECT: Social Service Agency Board <br />DATE: November 12, 1985 RE: <br />I have been asked by the City Council for my views on how City staff <br />might be used in assisting in the role of monitoring social services <br />qgencies. I responded with the view that are two workable models - an <br />independent board (e.g. EMS board, Tourist Development, Housing <br />Authority Board) or a advisory board (e.g. Parks & Recreation, <br />Planning, Zoning, etc.). My chief concern was to make sure there would <br />be a clear understanding as to the role City staff would have with the <br />board. <br />At the time I responded, my intention was to use Terry Colley as the <br />contact person for the board (that is, if the Council chose the <br />advisory board model). However, the City has just recently been <br />selected as a Main Street Project. This designation, while a great <br />achievement for the City, now means that Terry Colley will have to <br />devote much more time on the Main Street component of his job <br />description in order to comply with the requirements of the program. <br />With his other duties in running Community Development, coordinating <br />:he Fish Hatchery Building, and developing an Economic Development <br />;trategy, Terry will not be able to lend much assistance, if at all, to <br />:he efforts of the organizing and developing the social agency <br />monitoring system. <br />My observation of the Council on this issue is that there is basic <br />agreement of the overall goals of a monitoring system and the need for <br />one. But, concensus as to the process to develop the system has been <br />difficult. <br />Gi ven the above facts, I suggest the following plan: <br /> L A (temporary) board be created of seven members; <br /> 2.
