"Gonzalez, City Manage JBJECT: Social Service Agency Board DATE: November 12, 1985 RE: I have been asked by the City Council for my views on how City staff might be used in assisting in the role of monitoring social services qgencies. I responded with the view that are two workable models - an independent board (e.g. EMS board, Tourist Development, Housing Authority Board) or a advisory board (e.g. Parks & Recreation, Planning, Zoning, etc.). My chief concern was to make sure there would be a clear understanding as to the role City staff would have with the board. At the time I responded, my intention was to use Terry Colley as the contact person for the board (that is, if the Council chose the advisory board model). However, the City has just recently been selected as a Main Street Project. This designation, while a great achievement for the City, now means that Terry Colley will have to devote much more time on the Main Street component of his job description in order to comply with the requirements of the program. With his other duties in running Community Development, coordinating :he Fish Hatchery Building, and developing an Economic Development ;trategy, Terry will not be able to lend much assistance, if at all, to :he efforts of the organizing and developing the social agency monitoring system. My observation of the Council on this issue is that there is basic agreement of the overall goals of a monitoring system and the need for one. But, concensus as to the process to develop the system has been difficult. Gi ven the above facts, I suggest the following plan: L A (temporary) board be created of seven members; 2.
