<br />3. A majority vote be taken as to whether or not Council members <br /> would be eligible to serve on the board; <br />4. The board work independent of the City staff, but invite <br /> staff for their suggestions; <br />5. The system should include and/or develop a recommendation on <br /> the following issues: <br /> a. a community needs assessment; <br /> b. a priority system for rating applications for" fund ing ; <br /> c. "permanent board composition"; <br /> d. a operational plan including forms for applications, <br /> monitoring visits, evaluations and suggest the level of <br /> involvement City staff might have; and <br /> e. funding ideas. <br />6. The board be given funds sufficient to hire a consultant (or <br /> staff person) to assist them in developing the monitoring <br /> system; and <br />7. The proposed system would have to be approved by City <br /> Council. <br />After a monitoring system is developed (and depending on the type of <br />system that is developed) we will need to determine how staff will be <br />able to implement the program. It is possible some additional staff <br />may:Je required (on the order of 1/4 to 1/2 time position). <br />
