In new residential developments, developers and homebuilders are <br />encouraged to offer low-water use landscape alternatives, such as Zoysia <br />or buffalo grass. <br /> <br />SECTION 46. Section 6.1.2.3(a) and (e) of the City Land Development Code are <br />amended as follows (underlining indicates added text; overstrike indicates deleted text): <br /> <br />Section 6.1.2.3 <br /> <br />Screening Along Arterial Roadways <br /> <br />(a) Requirement Criteria. Where subdivisions are platted so that the rear or side yards of <br />single family or two family residential lots are adjacent to an arterial or higher <br />classification roadway as described in Chapter Section 7.4.1.4(q), or are separated <br />from an arterial roadway by an alley, or back up to an arterial roadway, the developer <br />shall provide, at its sole expense, a minimum six-foot tall masonry screening wall <br />(also see Subsection (b) below), or some other alternative form of screening, if <br />approved by the Planning Director, according to the following alternatives and <br />standards. All screening shall be adjacent to the right-of-way or property line and <br />fully located on the private lot(s), including columns and decorative features. All <br />forms of screening shall conform to the requirements of City ordinances and policies <br />that govern sight distance for traffic safety. <br /> <br />(e) Installation. The screening/wall/device shall be installed prior to final acceptance of <br />the-a residential subdivision~ public improvements or as a part of a site preparation <br />permit of a commercial subdivision. All landscape materials, if utilized, shall be <br />installed in accordance with Chapter 6, Article 1, Division I. Failure to properly <br />install all components of a required screening wall or device within the prescribed <br />time frame, shall constitute a violation of this Land Development Code, and shall <br />authorize the Engineering Director to refuse acceptance of the subdivision public <br />improvements. <br /> <br />SECTION 47. Section 6.1.3.I(a) of the City Land Development Code is amended as <br />follows (underlining indicates added text; overstrike indicates deleted text): <br /> <br />Section 6.1.3.1 <br /> <br />Fences in Residential Areas, Except Multiple-Family <br /> <br />(a) Height of Fences in the Front Yard. Any fence or wall located between the <br />property line and the front facade (or side facade if a corner lot) of a building te <br />the rear of the minimum required front yard line shall not exceed six feet in <br />height. <br /> <br />SECTION 48.
