General Information <br />1.01. Project Description. The proposed development of the Fairway Driving Range (the <br />"Project") can be described generally as a golf practice facility. <br />1.02. Project Location; Property Owner. The Property is a 9.94 acre tract or property (the <br />"Property") located near the intersection of Ranch Road 12 and Craddock Avenue, in the City of <br />San Marcos (the "City"), Hays County, Texas as described in the metes and bounds description <br />attached as Exhibit A. The Property is owned by Jack Weatherford and Sydney Weatherford <br />(together, the "Property Owner"), who consent to these Development Standards in connection <br />with the rezoning of the Property. <br />1.03. Phasing. The Project is expected to be constructed in a single phase. Netting may be <br />added as needed to be determined by the City or the Property Owner. A tee box cover may be <br />added if needed by the Property Owner. <br />1.04. Reasons for Use of PDD. The Property Owner recognizes that the uses proposed for the <br />Property require rezoning of the Property from "R-1" Single-Family Dwelling District (Low <br />Density) to "C" Commercial District. The Property Owner understands that the Planning and <br />Zoning Commission and City Council of the City of San Marcos may have significant concerns <br />about allowing all of the uses listed as permitted uses in a "C" Commercial District on the <br />Property. To address these concerns, and to help ensure compatibility between uses of the <br />Property and uses in areas near the Property, the Property Owner has agreed to restrict the <br />allowed uses of the Property by the use of a "PDD" Planned Development District overlay as <br />described in these Development Standards. The City and the Property Owner understand that a <br />golf practice facility is a unique project with special characteristics that allows the land to be <br />maintained in a relatively undeveloped and natural state. The golf practice facility is intended to <br />be a temporary use of the Property, and the Property Owner understands that a rezoning of the <br />Property will be necessary for any use of the Property other than a golf practice facility. A PDD <br />overlay allows the zoning restrictions on the Property to be specific to the operation of a golf <br />practice facility and prohibits other allowed uses in the base Commercial District. The PDD <br />overlay is intended to help ensure that the use of the Property is strictly controlled, limited <br />strictly to the stated uses, and enforceable. <br />1.05. Site Development Permit. The Property Owner shall apply for and obtain a site <br />development permit from the City before commencing any construction work, including clearing <br />of vegetation, in connection with the Project. <br />Part 2. Land Use Designation <br />2.01. Base Zoning. The base zoning for the Property will be "C" Commercial District. <br />Page 1 of 6 of Exhibit C
