The Property will be developed in a unified manner as the <br />Fairway Driving Range, a 25-player tee box practice golf facility, including retail sales and rental <br />of golf-related items, as further described and limited in Parts 3 and 4 below, and not as any <br />other use. <br />Part 3. Land Use Restrictions <br />3.01. Generally. As stated above, the base zoning for the Property will be "C" Commercial <br />District. Except as supplemented or modified in these Development Standards, all regulations <br />applicable to that base zoning district will apply to the Property. The Property will be restricted <br />to the operation of a golf practice facility and the retail rental and sale of golf-related items, <br />including concession-type food and drinks, and no other use is permitted on the Property. <br />3.02 Prohibited Uses. All uses allowed in the "C" Commercial District, other than the operation <br />of a golf practice facility and the retail rental and sale of golf-related items, including <br />concession-type food and drinks, are prohibited on the Property. <br />Part 4. Development Standards <br />4.01. Clubhouse. The only building to be built on the Property is the 800 sq. ft. clubhouse. The <br />clubhouse shall be a movable, temporary, pre-fabricated building placed on a foundation <br />consisting of pre-cast concrete square pads (not a concrete slab or poured-in-place pier <br />foundation). The clubhouse will conform to City building standards for a movable, temporary or <br />pre-fabricated building. The clubhouse shall include a cedar deck as described in Section 4.02. <br />The clubhouse shall be roofed with a dark composition asphalt shingle, and the exterior walls <br />shall be painted Hardiboard. Windows shall be white aluminum frame. An enclosed wooden <br />lattice skirting shall be installed around the foundation and perimeter of the clubhouse and deck. <br />4.02. Clubhouse Deck. A deck with a width of no more than ten feet shall be installed around <br />the clubhouse. The deck shall be constructed with treated lumber for the framing and cedar for <br />the finish lumber. The deck shall be cedar smooth. The railing shall be smooth cedar installed at <br />the perimeter of the deck at all edges. The construction of the deck shall conform to City <br />building standards, including access standards for persons with disabilities. The foundation for <br />the deck shall be the same as described for the clubhouse in Section 4.01. <br />4.03. Tee Box; Separators; Sidewalk; Benches; Trash Cans. The tee box shall consist of <br />natural grass and artificial turf or mats. The tee box shall be equipped with dividers such as <br />markers or fences. Tee box separators shall be purchased and used as needed. A sidewalk shall <br />be constructed behind the tee box with clay brick on a sand base. Benches shall be provided for <br />seating behind the sidewalk. Bag and club holders shall be provided as needed. Trash cans shall <br />be provided behind the sidewalk in three locations. A tee box cover may be installed at a later <br />time as needed, subject to review and approval by the City Director of Planning and <br />Development Services (the "Planning Director").
