General powers and duties. <br /> <br />(a) The minority economic and tourism development board will advise and provide <br />oversight for contracts between the city and the San Marcos Hispanic Chamber of Commerce <br />for programs for the promotion of minority economic deyelopment and tourism within the <br />city. <br /> <br />(b) The board will: <br /> <br />(1) Be responsible for developing the proposed annual budget of the San Marcos <br />Hispanic Chamber of Commerce for minority economic deyelopment and tourism promotion <br />programs, and make a recommendation to the city council on the budget. <br /> <br />(2) Monitor expenditures of economic deyelopment and tourism promotion funds <br />provided to the San Marcos Hispanic Chamber of Commerce by the City for conformity to <br />the budget. <br /> <br />(3) Monitor the performance of the San Marcos Hispanic Chamber of Commerce in <br />conducting minority economic development and tourism promotion programs under <br />contracts with the city. <br /> <br />(4) Provide advice and counsel to the San Marcos Hispanic Chamber of Commerce <br />as to the hiring and firing of management level employees responsible for minority economic <br />de~/elopment and tourism promotion programs. <br /> <br />(5) Have other duties and authority as described in contracts between the city and the <br />San Marcos Hispanic Chamber of Commerce for minority economic de~/elopment and <br />tourism promotion programs. <br /> <br />SECTION 2.
