54 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 26, 1986 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra Betty Jane Kissler William C. Nicola City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. Eankins Director of Planning Frank Robbins Also Present: Mike Wagner, Mike Zimmerman, Mark Hendricks, Jeff Hill, Jack Lindstrom, Roger Storey, Bud Walker, Ivar Gunnarson, John Diaz, Dan Gibson and others. Hayor Craddock called the meeting to order at 5:15 p.m. Mayor Craddock introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADDING AN APPENDIX B, THE SAN MARCOS SIGN ORDINANCE, TO THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS REGULATING THE SIZE, HEIGHT, MAINTENANCE AND LOCATION OF BOTH ON-PREMISE AND OFF-PREMISE SIGNS WITHIN TEE CITY OF SAN MARCOS AND ITS EXTRATERRITORIAL JURISDICTION; PROVIDING FOR NON-CONFORMING SIGNS; EXEMPT- ING CERTAIN SIGNS; REQUIRING STREET NUMBER SIGNS; PRO- HIBITING CERTAIN SIGNS; PROVIDING FOR PERMITS; LICENSING CERTAIN SIGNS; OTHERWISE REGULATING SIGNAGE; PROVIDING FOR INSPECTION, ENFORCEMENT, APPEAL AND VARIANCES; AND DECLARING AN EFFECTIVE DATE. Mr. Coddington moved for adoption of the Ordinance on third and final reading and Mr. Guerra seconded the motion. Mr. Robbins reviewed with Council further recommendations for amendment to the Ordinance. Mayor Craddock moved to amend Section 4-1.3, Page 11, (Chart) Relocated SIGNS under HEIGHT Maximum as follows: SIGN Type SIGN FACE Area Maximum HEIGHT Maximum Relocated SIGNS On IH-35 only, 480 square feet or SIGN FACE of the SIGN FACE area of the existing 75 square ft. SIGN, whichever is smaller. and smaller 25 feet SIGN FACE of 75 square ft. to 480 sq.ft. 42.5 ft. Ön Highways 123,21 and 80, SIGN FACE of 260 square feet or the SIGN FACE 75 square ft. area of the existing SIGN, which- to 260 sq.ft. 42.5 ft. ever is smaller. Ms. Kissler seconded the motion, which passed unanimously. Mr. Guerra moved to amend Article II.51. Sign Height. definition to read as follows:
