<br />Chapter 1 Development Procedures - Article 6. Platting Procedures <br /> <br />Division 4: Preliminary Development Plats <br /> <br />Section 1.6.4.1 <br /> <br />Purpose and Effect <br /> <br />(a) Purpose. The purpose of the Preliminary Development Plat is to assure the adequacy <br />of public facilities needed to serve the intended development and the overall <br />compliance of such development with applicable requirements of this Land <br />Development Code. <br /> <br />(b) Exceptions. A Preliminary Development Plat is not required where the applicant <br />elects to submit only a Final Subdivision Plat, accompanied by construction plans. <br /> <br />(c) Effect. Approval of a Preliminary Development Plat shall authorize the applicant to <br />submit construction plans for approval by the Engineering Director under Division 6 <br />of this Article 6. Approval of a Preliminary Development Plat also shall authorize the <br />applicant to seek approval of a Final Development Plat for the land subject to the <br />Preliminary Development Plat. The installation of public improvements on the land <br />subject to the development plat, however, may not begin prior to approval of a Site <br />Preparation Permit for the land. <br /> <br />Section 1.6.4.2 <br /> <br />Sequence of Approvals <br /> <br />(a) An application for a Preliminary Development Plat shall not be approved unless the <br />following petitions or development permits, where applicable, have been approved <br />and remain in effect for land to be subject to the proposed plat: <br /> <br />(1) All legislative applications; and <br /> <br />(2) Watershed Protection Plan (Phase I). <br /> <br />Section 1.6.4.3 <br /> <br />Application Requirements <br /> <br />(a) Responsible Official. The Planning Director shall be the responsible official for a <br />Preliminary Development Plat. <br /> <br />(b) Contents. An application for approval of a Preliminary Development Plat shall be <br />prepared in accordance with Chapter 1 of the Technical Manual. <br /> <br />Section 1.6.4.4 Processing of Application and Decision <br /> <br />The Planning and Zoning Commission shall decide whether to approve, approve with conditions, <br />or deny the Preliminary Development Plat application.
