<br />Chapter 1 Development Procedures - Article 9 Construction Permits <br /> <br />(c) Rules of Priority Among Construction Permits. The following rules of priority apply <br />among construction permits. <br /> <br />(1) A Floodplain Permit shall be approved prior to a building permit. <br /> <br />(2) A building permit shall be approved prior to a certificate of occupancy. <br /> <br />(3) Where a building permit is required, an application for a sign permit may <br />accompany the application for a building permit, provided that the building <br />permit application is decided first. <br /> <br />Division 2: Building Permits <br /> <br />Section 1.9.2.1 <br /> <br />Applicability and Effect <br /> <br />(a) Applicability. An application for a building permit is required within the City limits, <br />or where provided for in a development agreement, in the City's extraterritorial <br />jurisdiction, prior to placement, construction or alternation of a building or structure. <br /> <br />(b) Effect. Approval of an application for a building permit authorizes the property <br />owner to construct, alter or place a structure on the lot, tract or parcel. Approval of an <br />application for a building permit also authorizes the property owner, upon completion <br />of a structure intended for human occupancy, to make application for a certificate of <br />occupancy. <br /> <br />Section 1.9.2.2 <br /> <br />Application Requirements <br /> <br />(a) Responsible Official. The building official shall be the responsible official for a <br />building permit. <br /> <br />(b) Contents. An application for approval of a building permit shall be prepared in <br />accordance with Chapter 1 of the Technical Manual. <br /> <br />Section 1.9.2.3 <br /> <br />Decision <br /> <br />(a) Decision. The building official shall approve, conditionally approve or deny the <br />application for a building permit. <br /> <br />(b) Time for Decision.
