<br /> -2- <br />adoption of any ordinance detaching territory from the City, the <br />corporate limits of the City shall be reduced by the territory so <br />detached, but said territory shall still be liable for its pro rata <br />share of any debts incurred while said area was a part of said Ci ty , <br />and the City shall continue to levy, assess and collect taxes on the <br />property within said territory to pay the indebtedness incurred <br />while said area was a part of the City as though the same had <br />not been excluded from the boundaries of the City. II <br />ITEM 2: Amend Section 3.06 of the City Charter of the City of San <br /> Marcos, Texas, by deleting the present Section 3.06 in order <br /> to comply with State law, and substituting the following: <br />Sec. 3.06. Vacancies. <br />"A special election to fill a vacancy shall be called in accordance <br />with the Texas Election Code. No such election shall be held sooner <br />than thirty (30) days from the date it is called." <br />ITEM 3: Amend Section 3.11 of the City Charter of the City of San <br /> Marcos, Texas, providing that zoning designation ordinances do <br /> not have to be read before the Council and approved by the <br /> Council on three occasions but may be approved with only one <br /> reading, by adding the following provision at the end of <br /> Section 3.11, as follows: <br />Section 3.11. Prccedures for passa;:¡e of ordinances. <br />II Notwi th standing any of the foregoing, ordinances relating to <br />the changing of a zoning district designation may be approved by the <br />City Council on one reading only, if all other requirements are met. <br />'Ihe Council may, however, vote to reconsider any zoning district change <br />at the next regular meeting after the change was approved <br />if reconsideration is requested by a Council Member who was absent <br />from the meeting where the vote was taken or who voted on the <br />prevailing side at the previous meeting. II <br />ITEM 4: Amend the City Charter of the City of San Marcos, Texas, by <br /> adding a new Section 3.17 concerning the removal of City <br /> officals, as follows: <br />9:!c . 3.17. Removal of city officials. <br />lI(a) The City Council shall have the authori ty to remove any City <br />Council Member who shall be absent three consecutive regular City <br />Council meetings unless said COuncil Member shall have secured <br />permission, in advance, from the City Council to be absent from at <br />least one of the meetings. Any such action for removal of a City <br />Council Member for absenteeism shall require five (5) affinnative votes <br />of City Council Members. <br />(b) 'Ihe City Council shall have the authority to remove any appointed <br />City official who is either appointed or approved by the City Council. <br />
