<br />60 <br />Regular Meeting March 10, 1986 Page 4 <br />Mr. Coddington moved for adoption of the Ordinance on emergency and <br />Mr. Nicola seconded the motion. Mr. Coddington asked what the addi- <br />tional $60,000.00 would be used for, and Mr. Gonzalez indicated it <br />would be used for a continuation of Parks improvements. Mr. Codding- <br />ton requested more specific detailing of the use of the funds, and <br />Mr. Gonzalez indicated it had been outlined in a prior meeting that <br />the funds would be used for a continuation of parks improvements, <br />such as picnic tables, trash receptacles, irrigation system and light- <br />ing. Mr. Farr moved to table the Ordinance until after Executive Ses- <br />sion and the City Secretary was requested to provide the Council with <br />the memorandum which was in a prior agenda packet regarding the use <br />of the Parks funds, and Mr. Coddington seconded the motion, which <br />passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance on <br />emergency, the Ordinance which was read in its entirety because it was <br />not posted 72 hours prior to the meeting, the caption which reads as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AMENDING THAT ORDINANCE ADOPTED ON <br /> FEBRUARY 3, 1986 WHICH AMENDED THAT ORDINANCE ADOPTED <br /> ON JANUARY 27, 1986 WHICH ORDERED A SPECIAL AND JOINT <br /> GENERAL ELECTION BY SAID CITY AND THE SAN MARCOS CON- <br /> SOLIDATED INDEPENDENT SCHOOL DISTRICT TO BE HELD ON <br /> APRIL 5, 1986 AND WHICH ADOPTED CERTAIN OTHER PROVI- <br /> SIONS RELATING THERETO, TO AMEND CHARTER PROPOSITION <br /> NO. 11 IN SECTION 2 THEREOF TO PROVIDE THAT RUNOFF <br /> ELECTIONS BE HELD THREE (3) WEEKS FOLLOWING THE PRE- <br /> CEDING ELECTION INSTEAD OF FOUR (4) WEEKS FOLLOWING <br /> THE SAME; AND DECLARING AN EMERGENCY. <br />Mr. Farr moved for adoption of the Ordinance on emergency and Mr. <br />Coddington seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTIONS 29-123 AND 29-152 <br /> OF THE SAN MARCOS CODE OF ORDINANCES TO CREATE A NO <br /> PARKING/TOW-AWAY ZONE ON GIRARD STREET BETWEEN HAZELTON <br /> AND EARLE STREETS, Þ~D DECLARING AN EFFECTIVE DATE. <br />Ms. Kissler moved for approval of the Ordinance on first reading and <br />Mr. Nicola seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration app~oval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 5-49, BASIS FOR ESTABLISH- <br /> ING THE AREAS OF SPECIAL FLOOD HAZARD, OF ARTICLE III OF <br /> CHAPTER 5 OF THE CODE OF ORDINANCES OF SAID CITY TO ADOPT <br /> THAT REPORT IDENTIFYING AREAS OF SPECIAL FLOOD HAZARD <br /> WHICH IS ENTITLED "THE FLOOD INSURANCE STUDY FOR THE CITY <br /> OF SAN MARCOS, TEXAS," DATED SEPTEMBER 1, 1983; AND DECLAR- <br /> ING AN EFFECTIVE DATE. <br />Mr. Farr moved for approval of the Ordinance on first reading and Mr. <br />Brown seconded the motion, which passed unanimously. <br />
