John Clarke, one of the <br />owners of the propert~ addressed the Council advising the property <br />is being used as light industrial with the warehouses being used by <br />a plumber, a cabinet maker and a wood craftsman. No one else wished <br />to speak in favor or in opposition to the land use change, so Mayor <br />Craddock closed the public hearing. Mayor Craddock moved to table <br />the matter to be referred back to the Planning Commission for considera- <br />tion of the property as light industrial and Mr. Coddington seconded <br />the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration a public hearing and ap- <br />proval of an Ordinance on first reading, the caption which was read <br />as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br /> WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br /> OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 <br /> (VOL. 66) BY CHANGING THE ZONING OF THE SOUTHEAST ONE- <br /> HALF (1/2) OF LOT 5, BLOCK 8, D. S. COMBS ADDITION IN <br /> TEE CITY OF SAN MARCOS, ACCORDING TO THE MAP OR PLAT <br /> THEREOF RECORDED IN \oLUME 42, PAGE 332, HAYS COUNTY <br /> DEED RECORDS, A/K/A 524 VALLEY STREET, FROM "M" (SINGLE, <br /> DUPLEX AND NEIGHBORHOOD BUSINESSES DISTRICT) TO lIR-2" <br /> (SINGLE-FAMILY DWELLING DISTRICT) AND DECLARING AN EF- <br /> FECTIVE DATE. <br />Mayor Craddock opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the zoning change. Mr. Brown moved for approval <br />of the Ordinance on first reading and Mr. Coddington seconded the mo- <br />tion, which passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> ~...ARCOS , TEXAS, TO REPEAL SECTION 2-73(d) AND SECTION <br /> 2-73(e) OF THE SAN MARCOS CODE OF ORDINANCES TO ALLOW <br /> PRO SE REPRESENTATION OF CITY OFFICERS AND EMPLOYEES <br /> IN MUNICIPAL COURT; AND DECLARING AN EMERGENCY. <br />Mr. Hankins advised the Council this Ordinance had been forwarded for <br />placement on the Agenda during his absence and that it did not include <br />recommendations of the Ethics Review Commission after their review of <br />the Ordinance. Mr. Coddington moved to table the Ordinance and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> ¥ARCOS, TEXAS AMENDING ORDINANCE 1985-89 ADOPTED SEPTEM- <br /> BER 10, 1985 WHICH SET FORTH AN ITEMIZED ESTIMATE OF <br /> THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF <br /> THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL <br /> YEAR BEGINNING OCTOBER 1, 1985 AND ENDING ON SEPTEMBER <br /> 30, 1986, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS <br /> AND PURPOSES OF SUCH ESTIMATE; TO REVISE SAID ESTIMATES <br /> AND TO REAPPROPRIATE SAID FUNDS; ADOPTING SAID REVISIONS <br /> AND ESTIMATES; AND DECLARING AN EMERGENCY. <br />
