Part rJ - Program Narra ti ve
1. Objectives and Need For '!his Assistance:
The Crime Prevention Coordinator I s primary function is to design, organize,
and irnplaænt criræ prevention programs for the cœm.mity. By presenting
educational seminars for neighOOrhocXi organizations, COImUnity groups, and
p:irent/youth organizations, a proactive solution to fighting criræ is offered.
In a city with a population of 40,000 people, including Southwest Texas State
University students, it is difficult to imagine that one person has the ability
to handle the responsibilities of coordinating a wide variety of crime prevention
services that are provided. During the 1985-1986 grant year, the present
Coordinator was able to achieve this and for her efforts she was narœd the top
criræ prevention officer in the state by the Texas Crime Prevention Association.
Howev~, the ever increasing dem:mds for services are making it difficult for
one person to continue to operate solely in the program. It is for this reason
that we are requesting to expand the grant to include another officer to work
full time with the Coordinätor. The need for a second officer is quite clear.
The present Coordinator averages fifteen hours a IIDnth in overtime and volunteers
approximately ten hours a IIDnth in crime prevention services to meet the demands
of the citizens and ccmnuni ty . However, this still does not answer all the
requests for services that are made in the area of crime prevention. By
expanding the unit to two people, we will be able to neet all the requests for
services and provide new programs for the camunity.
2. Results or Benefits Expected:
The intent for the upccming year is continued participation in the diverse
programs already offered and any new programs desired by the camuni ty . We have
shown the productivity, of the crime prevention unit and by having two people to
work in this area, we can further increase our services and achievements. The
Crime Prevention Coordinator I s function to devise, organize, and irnplaænt
programs and participate in the execution of existing programs will ranain the
same. The second officer IS efforts will be focused on the already established
programs that require continuous attention for proper maintenance and expansion
of the programs. Exëmples would be m:>re frequent contact with Neighborhood Watch
groups and block captains to ensure that participation does not wane, contacting
m:>re burglary or potential burglary victims to conduct security surveys, and
encourage IIDre active participation in Operation Identification. The drawtacks to
having a successful criræ prevention program with only one person worldng within
the unit is that there are m:>re danands for services that require imœdiate
attention. The shift in concentration means that saœones percentage of time
previously devoted to than is lessened. Having a second officer means that no
one will be neglected and the quality of services further increased. The results
of the crime prevention unit to date has been increased citizen awareness and
participation in programs. A second officer will add substantially to the results
anticipated.
CJD 15a
