<br /> SECTION 12. That the main absentee polling place for the
<br /> City is City Hall, 630 E. Hopkins Street in said City and the
<br /> temporary branch absentee polling place for the City is the School
<br /> District Building, 501 S. L.B.J. Drive in said City, and the main
<br /> absentee polling place for said School District is the School
<br /> District Building, 501 S. L.B.J. Drive in said City and the
<br /> temporary branch absentee polling place for said School District
<br /> is City Hall, 630 E. Hopkins Street in said City. Said absentee
<br /> voting shall be conducted during normal working days in the City
<br /> Hall and in the School District Building from March 17, 1986
<br /> through April 1, 1986, and the hours for absentee voting shall be
<br /> from 8:00 a.m. to 5:00 p.m. The address of 630 E. Hopkins, San
<br /> Marcos, Texas, 78666, shall be the absentee clerk's mailing
<br /> address to which ballot applications and ballots voted by mail may
<br /> be sent for said City. The address of 501 S. L.B.J. Drive, San
<br /> Marcos, Texas, 78666, shall be the absentee clerk's mailing
<br /> address to which ballot applications and ballots voted by mail may
<br /> be sent for said School District. All absentee votes and other
<br /> votes to be processed in accordance with absentee voting
<br /> procedures pursuant to Chapter 104, Election Code, V.T.C.A., shall
<br /> be delivered to the Absentee Ballot Board at C.M. Allen Homes on
<br /> River Road in said City in accordance with Title 7, Election Code,
<br /> V.T.C.A. The Absentee Ballot Board shall consist of Presiding
<br /> Judge Margie Villalpando and Alternate Judge Mary Ann Till.
<br /> Absentee votes shall be counted at the central counting station.
<br /> The Absentee Ballot Board shall perform in accordance with the
<br /> provisions of Chapter 87, Election Code, V.T.C.A.
<br /> SECTION 13. That an electronic voting system as the term is
<br /> defined in Section 121.003, Election Code, V.T.C.A., shall be
<br /> utilized in connection with said elections. Said system shall be
<br /> utilized for all absentee voting as well as for all precinct
<br /> voting conducted on election day. Dr. Wilbon Davis is hereby
<br /> appointed as programmer, and he shall prepare a program for the
<br /> automatic tabulating equipment. Ample voting equipment shall be
<br /> provided for absentee voting and in each of the various precincts
<br /> on election day. The central counting station is established as
<br /> the Conference Room, San Marcos City Hall, 630 E. Hopkins. The
<br /> Presiding Judge of the Central Counting Station shall be Dr.
<br /> Wilbon Davis. The Alternate Judge and Counting Station Supervisor
<br /> shall be Danny Dever.
<br /> SECTION 14. That said elections shall be held under the
<br /> provisions of and in accordance with the provisions of the Charter
<br /> and ordinances of the City of San Marcos, and so far as may be
<br /> applicable, in accordance with the laws of the State of Texas.
<br /> SECTION 15. That a copy of this Ordinance signed by the
<br /> Mayor of the City, attested by the City Secretary and approved by
<br /> the City Attorney, shall serve as proper notice óf said elections.
<br /> SECTION 16. That notice of said elections including a
<br /> Spanish translation thereof, shall be published in a newspaper
<br /> published in San Marcos on March 9, 1986 and March 16, 1986, shall
<br /> be posted in each City election precinct in which said elections
<br /> are to be held on or before March 14, 1986 and shall be posted on
<br /> the bulletin board at City Hall on or before March 14, 1986.
<br /> SECTION 17. That a copy of this Ordinance shall be delivered
<br /> on or before March 21, 1986 to the presiding judge of each
<br /> election precinct in which the elections are ordered to be held,
<br /> which copy shall serve as a notice or writ of election as required
<br /> by Section 4.007 of Chapter 4 of the Election Code, V.T.C.A.
<br /> SECTION 18. That testing of the automatic tabulating
<br /> equipment shall be performed and notice thereof shall be given, in
<br /> accordance with Subchapter D of Chapter 127 of the Election Code,
<br /> V.T.C.A.
<br /> SECTION 19. That the rate of compensation to be paid judges
<br /> and clerks for services rendered during said special and joint
<br /> general elections by said City and the San Marcos Consolidated
<br /> Independent School District to be held on April 5, 1986 be, and
<br /> the same is hereby, established at Five Dollars ($5.00) per hour.
