-3- Proposition No. 14 FOR/AGAINST Amend Section 6.04 to change the time period which the City Secretary has available to certify any petition that is submitted to the City Secretary, from thirty (30) days to forty-five (45) days. Proposition No. 15 FOR/AGAINST Amend Section 6.07 to provide that recall petitions must be signed by at least ten per cent (10%) of the qualified voters of the City. Proposition No. 16 FOR/AGAINST Amend Section 6.07 to provide for the regulation of recall petitions. Proposition No. 17 FOR/AGAINST Amend Section 7.06 to provide that the Planning Commission shall submit proposed Master Plan changes at least annually. Proposition No. 18 FOR/AGAINST Amend Section 7.08 to delete the requirement that a three-fourths (3/4) vote of the City Council is required to override a recommendation of the Planning Commission pertaining to a proposed amendment of the Master Plan. Proposition No. 19 FOR/AGAINST Amend Section 8.17 to provide that the Finance Director shall certify to the existence of funds for proposed expenditures. Proposition No. 20 FOR/AGAINST Amend Section 8.17 to increase to $5,000 the City Manager's authority to contract for budgeted expenditures, as provided by State Law. Proposition No. 21 FOR/AGAINST Amend Section 8.17 to provide for rejecting competitive bids. Proposition No. 22 FOR/AGAINST Amend Section 12.02 to delete obsolete sub-sections and re-number the remaining sub-sections. Proposition No. 23 FOR/AGAINST Amend present Section 12.02(c)(2) to provide for annual duties of the Ethics Review Commission. Proposition No. 24 FOR/AGAINST Amend present Section 12.02(c)(5) to provide that the Ethics Commission may recommend prosecution or other action for violations of the Code of Ethics.
