<br /> -3- <br /> Proposition No. 14 <br /> FOR/AGAINST Amend Section 6.04 to change the time <br /> period which the City Secretary has <br /> available to certify any petition that is <br /> submitted to the City Secretary, from <br /> thirty (30) days to forty-five (45) days. <br /> Proposition No. 15 <br /> FOR/AGAINST Amend Section 6.07 to provide that recall <br /> petitions must be signed by at least ten <br /> per cent (10%) of the qualified voters of <br /> the City. <br /> Proposition No. 16 <br /> FOR/AGAINST Amend Section 6.07 to provide for the <br /> regulation of recall petitions. <br /> Proposition No. 17 <br /> FOR/AGAINST Amend Section 7.06 to provide that the <br /> Planning Commission shall submit proposed <br /> Master Plan changes at least annually. <br /> Proposition No. 18 <br /> FOR/AGAINST Amend Section 7.08 to delete the <br /> requirement that a three-fourths (3/4) <br /> vote of the City Council is required to <br /> override a recommendation of the Planning <br /> Commission pertaining to a proposed <br /> amendment of the Master Plan. <br /> Proposition No. 19 <br /> FOR/AGAINST Amend Section 8.17 to provide that the <br /> Finance Director shall certify to the <br /> existence of funds for proposed <br /> expenditures. <br /> Proposition No. 20 <br /> FOR/AGAINST Amend Section 8.17 to increase to $5,000 <br /> the City Manager's authority to contract <br /> for budgeted expenditures, as provided by <br /> State Law. <br /> Proposition No. 21 <br /> FOR/AGAINST Amend Section 8.17 to provide for <br /> rejecting competitive bids. <br /> Proposition No. 22 <br /> FOR/AGAINST Amend Section 12.02 to delete obsolete <br /> sub-sections and re-number the remaining <br /> sub-sections. <br /> Proposition No. 23 <br /> FOR/AGAINST Amend present Section 12.02(c)(2) to <br /> provide for annual duties of the Ethics <br /> Review Commission. <br /> Proposition No. 24 <br /> FOR/AGAINST Amend present Section 12.02(c)(5) to <br /> provide that the Ethics Commission may <br /> recommend prosecution or other action for <br /> violations of the Code of Ethics. <br />
