4 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 24, 1986 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra Betty Jane Kissler William C. Nicola City Manager A. C. Gonzalez City Secretary *Janis K. Womack City Attorney Lamar Hankins Director of Planning Frank Robbins Police Chief Myron Galchutt Director of Public Works George Boeker Director of Env. and Engineering Stephen Jenkins Also present: Nina pryatel, Rodney VanOuderkerke, David Mills, Richard Medina, Dan Smith, Judy Mitchell, Explorers, Lee Swift, Billy Kolander, Melissa Millecam, Jeff Kester, Terry Colley and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held March 10, 1986. Mr. Coddington moved for approval, and Ms. Kissler seconded the motion. On roll call the following vote was recorded: FOR: Brown, Coddington, Farr, Craddock, Kissler, Nicola AGAINST: None ABSTAIN: Guerra Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held March 12, 1986. Mr. Farr moved for approval, and Ms. Kissler seconded the motion. On roll call the following vote was recorded: FOR: Brown, Farr, Kissler, Nicola AGAINST: None ABSTAIN: Coddington, Craddock, Guerra Mayor Craddock introduced a report from the Library Board. Ms. Sandy Stouffer, president of the Library Board approached the Council and presented them with their report. She thanked the City Council for all the support to the Library. Mayor Craddock introduced for consideration a public hearing and consider- ation of the appeal of Melvin F. Durham from the decision of the Zoning Commission made February 4, 1986 denying approval of a Specific Use Per- mit for a mobile home to remain at 1209 Baylor. Mayor Craddock declared the public hearing open and asked if anyone wished to speak in favor of the appeal, and no one did. Mayor Craddock asked if anyone wished to speak against the appeal, and no one did. Mayor Craddock declared the public hearing closed. * Ms. Womack was attending an Election School for the Judges and arrived to the meeting at 8:50 p.m. The minutes were taken and transcribed by Susan E.
